The convidts are not ac cepted; and the Governor will confine them in the several gaols. The federal officers have it in charge not to inlift any men into the l’ervice of the United States who within a certain period of time have had the audacity to mount a French cockade. A few worthless animals at the castle are faU to have been guilty of this crime; we do not un derstand Whether of the garriibn or convicts. The weather has becn'exccffively hot for several days puft; the thermometer has flood between 90 and 100. Auguf 23. Arrived, brig Katy, Potter, from Mor laix, in France, 75 days. The Crew of this veflel is com post cl of poor American tars, who have either fuftered im prisonment, heating, robbery, and in faift have been almost murdered and ft,irved by Frenchmen. In the mouth of the Briti/h Channel Capt. Potter was boarded by the Eng lillt frigate Brilliant, who informed that they lately spoke a British privateer, which said tliat they had chafed a flap on fliore on the co ift of Fi-ance; after going on board found them to be Frenchmen, who immediately acknowledged that flie was an American flap from the fouthem Rates; that they had captured her after an obstinate engagement of two hours, and murdered the whole crew! Extract of a letter from Cayenne, dated July 2. “ By the frigate Decade we have received 193 persons banilhed from Franee. Ihe frigate is returned. Eight of those firft banilhed to this place have made their escape from Surinam, viz. Bartbekmy, Lctellier, his faithful do nieflic Aubrv, Pichegru, v\ illot, D'Offonville, Rainel, and La Rue.
