Salem, October 19. Yeftenjay arrived the brig George,
Capt. Howland, from St. Peterlbuig. Sailed from Cron

A few days before Capt. Howland failed from Russia
the magazine at Cronftadt took fire and blew up, and up
wards of 30 men were killed and wounded by the explosion.
The night Howland failed from Cronftadt a fliip x
took fire, and was the means of 6 Britift) Ihips being burnt.
Boston, October 24. Capt. Delano arrived last night, at
jo o’clock, from Danbury. He informs ns that Capt.
Atkins acquainted him that he failed in company with the
brig Cyrus, Capt. Tyler, from Nantz, which place they
left the 1 6th September. The Cyrus has dispatches on
board for Government, and orders that she fliould not be
flopped or detained by the French forts or vessels of war.
That the condutt of the French Government toward the
United States had totally changed, and an apparent desire
to open an amicable negotiation infmdfciately was visible
among them. That they had received no knowledge of
Buonaparte. That Capt. Delano received a letter from
Mr. Doubre, Consul at Nantz, in which he declares that
the French Government were willing to meet any meafureS
for an accommodation to the fatisfadlion of the United
States, and that they deprecate a war. Duplicates of the
Cyrus’s dispatches have been seen.
Want of time prevents our going further into detail (5f
this linking effect of the energy and liability of tlie Ame
rican Government.
There was a temporary embargo at Nantz, owing to the
Itting out of fome vessels of war.
Joieph Woodward, Esq. who has the care of the dis
patches, is a passenger On board the Cyrus. ‘
October 3ri We understand that the dispatches which
were brought by Mr. Woodward, and immediately sent to
the Prelident, contain nothing thore than an official com
munication to Mr. Skipwith of the late arrets taking oft* the
embargo on our vessels, and enjoining the liberation of A
merican sailors, with a copy of new orders to the Com
manding Officers in the ports of tlie Republic, directing
them to treat our vessels as they treat other neutrals, not
withstanding the late ads of our Government.
But with all these fair appearances thejaws which au
thorize the capture of our vessels and property are not yet
repealed; though we learn it is Mr. Skipwith’s opinion that
the Diredory will recommend to the two Councils a revi
sion and modification of those laws, and we may prefnme
that the two Councils will continue to do as they are bid
den.
The diipatches from our Envoys were publilhed only in
ene department in France; a few copies only found their
way to the light; they were immediately suppressed by
order of Government. Thus Hands the French liberty of
the press.
November 3. Tlie French Minister of Finance com
plains to the Diredory that, notwithstanding all the rrica
fures taken to colled the revenue, there was an annual de
ficiency of more than one sixth part. The city of Paris is
in arrear 27 millions of livfes.
The ladies in the vicinity of Philadelphia have done them
fclves and sex great Honor in their humane attentions to re
lieve the diftrtffes of tlie poor children in the tents, &c.
The Committee fay, “ they cannot find language energetic
enough to thank them; but when they are informed that
they have put it in the. power of the Committee to clothe
the naked, to save the shivering child from perishing, and
fend the infant warm, and the mother happy, away, their
own benevolent and feeling hearts will afford them the belt
of gratifications.”
Os the donations to the distressed poor of Philadelphia we

Newport, OStober 27. Wedneiilay last the Herald
and Pickering, of the United States navy, came into this
poi tto water and procure freili provisions.” We learn with
great pleasure that our harbor, which is one of the fined in
the world, is to be the principal resort for our growing riavy
during the approaching winter* A navy yard is here also
to be established. 1 his town undoubtedly will in process
bf time become ond of the principal man of war ports of
the United States. 1 his will be the surest and only de
fence of our flourilhing and beautiful island against a fo
reign foe.
New Fork, October 31* Yefterctay arrived the brig
Nancy, Capt. O’Brian, in 36 days from Cork. By Capt.
O’Brian we are informed that the French had made another
attempt to invade Ireland, and had landed a number of men
in the North; but hearing the fate of their countrymen

between 1000 and 1500.

General at Rome, tlie contents of which weVe, that, after
having effetted the landing of his troops at Alexandria,
Buonaparte put to sea again to seek the Englilh; that lie
came acrols them off tlie heights of Medina, and gained a
complete vittory Over then!; 5 Englilh fliips of tlie line fell
into the hands of the French, among which number was
Admiral Nelson’s lhip, who immediately blew out his own
brains.
This fame officer added, that he had been sent from
Rome the 29th of August to carry this intereftiog news to
Gen. Brune at Milan* As I was pretent when this report
was made to the General of Divilion, Gamier, who com
mands this place, I determined to transmit it to you by
the quickest conveyance, perfiiaded that you will approve
