into their Aomachs, and administered by Jacob Porter and
Abigail, whom he calls his wife, the reputed parents of the
children.

Nev/ Tork, March 12. A gentleman of the ftri&eft
veracity aftures us, that a letter has been received in town
from P‘ iladelphia, from a person in office, unfolding anew
i: m in the catalogue of French villainy, the substance
of which is as follows:
That at the very time Citoyen Talleyrand was-playing
off his villainous hypocrisy in his coi reiponcience with Mr.
Gerry orders were abfulutely dispatched to St. Domingo,
requiring Hedouville to prepare a body of aimed troops for
an attack on the southern flutes, and to embrace the firft
favorable moment for effi.cling lus infernal purposes. It
is added, that tiie vigilance of the Britifli cruisers alone
deterred this fiend from putting his diabolical plan into
execution.
March 19. Yesterday wo companies of federal troops

the United States ffiip Conftelbtion, and I immediately ,
took pofteffum of her; Hie proved to te the celebrated
French national frigate L’lnli rgente, o? 40 guns and 407
men, lately out from France, commanded by Mons. 811-
reaut, and is esteemed one of the Lffi-ft failing ftnps in the
French navy. I have been much {battered in my rigging
and tails, and my fore top mat rendered, from wounds,
useless; you may depend the enemy is not lels f(J.
I intend to get into Bafiltcrre road, St. Cnriftopher’s,
if possible, with my prize; but the wind being adverse,
and blowing hard, I much doubt, in the crippled state of
both (lips, whether I shall effect it, and if not, I must
make a port to leeward. r Fbe high state of our difeipline,
with the gallant conducl of snv officers and men, would
have enabled me to have compelled a more formidable en
emy to have yielded, had the fortune of war thrown one
in my way; as.it is, I hope the Prefidcnt and my country
will, for the present, be content with a very fine frigate
being added to our infant navy, and that too with the loss
of only 1 man killed and 2 wounded, while the enemy had
(the French surgeon reports) 52 or 55 killed and wounded.
Several were found dead in the tops, Sec. and thrown over
board, 18 hours after we had pofleffion. I must not omit,
in this hasty dtetail, to do justice to Mons. Bureaut, for he
defended his Ihip manfully, and from my raking him several
times fore and aft, and being athwart his stern ready with
every gun to fire when he struck his colors, we may impute
the conflict not being more bloody on our fide; for, had
not these advantages been taken, the engagement would
not have ended so soon, for the Infiirgente was completely
officered and manned.

On the 13th, after the greatest exertions ‘having been
made, we gained thel’e roads with both fliips. and anchored

you the joy demonstrated by the inhabitants on this ocea

I have just received a polite letter of congratulation
fiom the Commander in chief, who offers me every lervice
in his power; and —I have. directed all the wounded from

I he following is an accurate return made me this morn

t.ie examining officers, or the killed and wounded on board
the Infurgcnte,. viz.
Killed,
Badly wounded, 22
Wounded more {lightly, 19
Total killed and tvounded, 70
We had, as I wrote you before, only 1 man killed and
2 badly wounded, r of whom is since dead; the other is a
Midlhipman, Mr. M 4 Donougli, who loft his foot; an or

wounded; this is the whole number loft and injured on
board the Confteliation. “ , • .
1 Hull proceed to repair the damages sustained to both

Lieut. John Rogers an order to command the Infurgcnte.

muit not, in the praiie ot them, be liient as to the good
conduct of Mr. Shifly, the Master, and Archer, the

into the Cape by one of the frigates.

The numberless reports from Northampton, now preva
lent in this city, are lb various and eppofite that no faith
cun be attached to them. This much we btflieve to be true,
that, on Wednel'day last, a meeting of the Deputies ffem

been held at Quakertown, to dehfceiate whether it were
moft expedient to submit to or op oil Govermrient, Tl:e
person who gives this information left that neighberheod cn
Wednesday morning last, of courie could not give any in
tclligence as to the rel'ult of their deliberations.
One of the many reports in circulation, but for whofc
authenticity we cannot vouch, is, that a Government Ex*
press arrived cn Saturday from Northampton, with intelli
gence, that the insurgents had difperftd, and that every
thing in that quai ier at present bears the aspect of peace and

Capt. Elliot, with a company cf artillerifts and engi

detachment of New York, .and that the whole will then
proceed to Eafton, the county town cf Northampton.

Petcrjburg , March 26. Since the dreadful conflagra
tion at Norfolk we ht-ar that lcvtral attunpts have been
rimbc to let fire to the remaining part of the town; and oa
Monday the 18th instant two attempts wcie- made to let
fire to the town of Fredericklburg.
Difcoverics, however, were made in time to prevent any
material injury. The inftantes in these two towns de
monstrate that .here are incendiaries lurking about that are
capable oi fucii atrocious acts, and prove the neCcffity of
vigilance and watchfulntfs in the citizens of this place, but
more particularly in the guardians of the night.
