Governor and Commander in chief of the Army and Navy
of this State, and of the Militia thereof,
A PROCLAMATION.
WHEREAS I have received substantial information
that William A, Bowles, styling himfelf Diredor
General of Mufcoghee, in letters dated headquarters, St.
Mark’s Fort, June the sth, 1800, addrefled to certain
citizens of this state, and of the United States, has en
deavored to seduce them from their allegiance which they
owe the said States, and to prevail on them to enter his
lervice, and to enlist men within the bounds of this state,
and the United States, tc fight again! the;fubjeds, troops,
and government, ‘of his Catholic Majeiiy the King ot
Spain, with whom the United States are allied by
molt tolenm ties of amity and friendlhip, and by virtue ot
the treaty of San Lorenzo el Real, concluded between
the high contrading parcies on the {even and twentieth
day of Odober, 1795, iigned by Thomas Pinckney
on the part of the Ibid States, and the Prince of Peace on
the part of his Catholic Majesty,. and which treaty was
duly ratified, and is now of full force, and citizens of one
fide, and lubjeds of the other, are thereby forbid com
mitting hoftdities on, or entering the lervice ot the ene
mies of, either of the laid contracting parties:
And whereas, in and by an ad of the United States,
entitled, “ An ad in addition to the ad for the punilh
“ ment of certain crimes against the United States,” pall
ed June the sth, 1794, and continued at different periods
by different and fevtral laws of tire laid United States,
aajl now of force, by virtue of an ad pasted for the fur
ther continuance thereof, and approved on the 24th day
of April of the prelent year 1800, it is enaded, “ That
“ if any citizen of the United States il.all, within the
“ territory or juriididion o. the lame, accept and exercise
a commission to I’erve a foreign prince, or fta e, in war,
“ by land or lea, the perion so offending fliali be deemed
“ guilty of a high miidemeanor, and ftiall be fined not
u more than two thousand dollars, and lhall be imprisoned
not exceeding three years:” And it is therein fu tber
enaded, “ That if any person fhail, within tire territory
or jurifuidion of the United States, enlul or enter hnn
“ tell, or hire cr retain another person to enlist or enter
“ himfelf, or to go beyond the limits or jurifuidion of the
“ United States with intent to be enhfted or entered in the
* “ lervice of any foreign prince, or state, as a Ibldier, or
“ as a marine or seaman on board of any vessel of war,
i ‘ letter of marque, or privateer, every person lb olfend
‘ ing lhall be deemed guilty of a high miiueineanor, and
“ lhall be fined not exceeding one thousand dollars, and
“ be imprisoned net exceeding three years;” provided,
“ that 11 any person so enlisted fhail, within thirty days
“ after such enlistment, voluntarily difeover, upon oath,
“ to l'ome justice of the peace, or other civil magistrate,
“ the perion or persons by whom he was so enlisted, so as
“ that he or they may be appreaended and convicted of
“ the said oflence, such perion so difeovering the offender
u or offenders lhall be indemnified from the penalty pre
“ leribed by tliis act:”
And whereas it is highly probable that the said Wil
liam A. Bowles may be co. ntenanctft and authorized, by
lome foreign prince or state, in the proceedings and holli- •
lities he has taken and commenced againlt h.s Catholic
Majesty, and under whole protection he may act, which
would bring him clearly within the adt of the United
States afore recited, as well as thole who might accept
and exercise commiilions under him, and thole enlilting
-in consequence thereof, and if this lhould not probe the
case, the laid W llliam A. Bowles can be considered in no
other light than a common plunderer and vagabond, and
a common diltulber of the peace of nations, he having had
the inlbience even to threaten the life of the Superintend
ant ot the United States in the Creek Nation, iubftanti
ated by documents now in my hands:
And whereas fome of the citizens of this state, and
the United States, may be deluded (by the promiles and
allurements held out to them by the said William A.
Bowles) from their fidelity to this state, and the United
States, and may embark in hostility against the faithful
ally thereof, previously to the polli'oility of any step being
taken to prevent the lame by the President of the United
States, on account of the diltance of his reiidencc from the
iouthern frontier of Georgia:
I have thought fit to LTue this my proclamation,
hereby notifying all and every perlbn and persons, relid
ents, inhabitants, or citizens, of this Rate, of the said
treaty, and law of the United States, and of the perfect
harmony and friendfhip existing betAveen his Catholic Ma
jesty and the United States, as they will answer the con
trary at their peril; and I do hereby strictly charge and
require all oliicers, civil and military, belonging to this
state, to be watchful and vigilant in apprehending and se
curing any person or perlbns, residents, inhabitants, or
citizens, within this state, who may have received, or
may hereafter receive, any commission from the said
William A. Bowles for the purpose of committing hostility
against the Spanilh government, or on any other pretence
whatsoever, as well as in apprehending and lecuring all
and every person and persons, residents, inhabitants, or
citizens, within this state, who may have enlisted, or may
hereafter enlist, in any troop or company railed, or to be
raised, in virtue of any such commission or commiilions
from the said William A. Bowles, the fame being con
trary to the true intent and meaning of the afore mention
ed solemn treaty, as well as the existing laws of the Unit
ed States.

and a lump on one of his (bins; he car
ried on, with other clothes, a brown jacket with a yellow,
c alar, and mixed colored Negro cloth under waistcoat and
overalls, with his or. is clothes, confiding of a green livery
suit, with yellow cuffs and collar; lie wears an earring,
and pi. its his hair remarkably tight. The fubferiber will
be obliged to mailers of vtffels and their seamen to fearck
their vcliels before they leave the port for the above run
away, who it is fufpeited may endeavor to go off. All free
and otner Negroes who keep honfe, and work out, or oa
any plantation, that harbor Dick, will, on difeovery, be

a blacksmith by trade; he is about 5 feet
10 or 11 inches high, rather of a yellow
complexion; from a natural bend in hi*
- .. neck bis head inclines very much to one
{boulder, so much as to be plainly difeo
vered at a confidcrable distance. When he firft absented
himfelf it was supposed he had gone towards Augusta,
where he long redded, and wrought at his trade with hi*
father. They then both belonged to Mr. William Wal
lace, merchant, and moved with him to this place about
four years ago. Frank is very artful and speaks good
English; he is also very well known in Augusta and Sa
vannah. r i he above reward, and all reasonable expences,
will be paid on delivering the above fellow’ to the fubferiber
or the Gaoler of this city. If he returns of liis own ac
cord he will be forgiven, but if taken severely punished.

to any person giving fatisfailory proof of his being har
bored or taken from this state by any white person who
cap be come at, or twenty dollars on his being delivered

WHEREAS Mrs. Jean Miller, widow, and James
Johnston ;un. merchant, have made application
to join Thomas H. Miller in the administration on the
estate and effeHs of Richard C. Miller, late of the city of
Savannah, merchant, deceased, These are therefore to cite
and admonish all and lingular the kindred and creditors of
the deceased to file their objection (if anv they have) in
my office, on or before the 26th day of July next, other
wise letters of administration will be granted them accord
ingly.

WHEREAS my wife, Susannah Steptoe, has left
tny bed and board against my will, these are
