Philadelphia, November 11. On the 18th of Sep
tember the privateer Earl of Dublin, which had just be
fore captured the (hip Howard, foundered in a gale of
wind, and every person on board perilled. The mate and
several ieamen of the Howard were among the unfortun
ate fufferers, lome pci 1011s belonging to the onvateor were
on board the prize. The Sir William Parker, another
privateer belonging to Halifax, .on her firft cruise, is l'up
pofed to have been loft in the fame florin; and a third has
been taken bv a Danish brig in the Weft Indies and car
ried into St. I iiomas’s, where tin? crew were put in irons.
The captain was killed in the engagement.
Wilmington, (Delaware) November ic. Gen.
Armstrong has been chosen by the legislature of New York
representative from that state in the senate of the United
States.
The president, ftnee his residence at Walhington, has
been severely afilifted with the fever and ague.
Wajhington , November 10. On Saturday right, a
bout 7 o’clock, the three story building in which the of
fices of the war department were temporarily held took fire,
and was in a few hours entirely confirmed, with the ad
jacent building of the fame size. The loss occasioned by
this fire may be irreparable, as all the papers belonging to
the war department, except thole of the. accountant, were
burnt. The papers of the accountant, being in an apart
ment not in imminent danger from tiie flames, were for
tunately saved by a removal of them. It is not afcerta;li
ed from what circumstance the fire arose.
Fincaftle, (Virginia) November 7. A duel took
place 011 Wednesday last between mr. William Bowyer
of Staunton, and Thomas Butts, elq. attorney at law,
lately from Dumfries; the latter received a wound in bis
body, which put a period to his exigence in a few minutes.
Peterjburg, November 18. On Sunday lull the ele
gant inanfionhoufe and adjoining buildings at Ciwfim's
near City Point, formerly the residence of col. Bland, and
since occupied by his widow, were burnt to the ground.
The fire, it is supposed, was occasioned bv a spark from a
chimney. The loss will probably amount to several thou
sand pounds.

“ Your barque the Lydia was condemned upon the ri
diculous ground of her not having a register, and on that
account appearing a fufpiclous vejfel, although, ir. fact,
(he had every paper, in our opinion, that could be obtain
ed, or was ncccffary; and the owner’s property on board,
the judge raid, was neceflarily implicated. Part of the
cargo was claimed in behalf of mr. John Fabre, ofCharlef*
ton, whom the judge fufpeels to he an Englijhman , and
therefore requires further proof of his national cbarabler ,
as well as of his property. Part was also claimed for mr.
Stephen Bulkeley, of Charleston, but further proof was
required on the lame grounds.

noon the grounds of the Uigurs on board of her having been
flopped at the Havana by you, and by you and mr. Fabre
forwarded to Spain, though not in the fame veil'd.’’

Georgia, and to his fucrelTors in office, for the security of
the hum of one hundred pounds, eight thillings, and e ; giit
pence, (equal to fnir hundred and thirty dollars and for
ty-three cents) contained in a bond from the said Sarah
Howley to the aiorchiid George Matin wn. late governor
sforefitid, and ins fuccefiors in office, bearing even date
with the said mortgage, and on motion of mr. Bulloch,
attorney general, it is ordered , That the principal, in
terest, and colls, upon the said bond and mortgage, be
paid into court within twelve months from this date, and
unless the fame fliai] be so paid the equity of redemption
will from henceforth be foredofed. And it is further
ordered, in purfuar.ee of the laid aft, That this rule be
published in one of-ifie public gazettes of this state, at Icaft
once in every month, iJvuil the time appointed for payment,

UPON the petition of his excellency James Jackson,
governor of laid state, for himfeif and his fuccefiors
in office, praying the foreelofure of the equity of redemp
tion of a tract or parcel of land, containing four hundred
acres, in Camden county, ILte afore fa id, formerly the
property of Jennyn Wright, bounded by Crocked river to
tne north weft part, iouthweft, and northeast, mortgaged
by the laid John Howell to his excellency George Ma
thews, then governor and commander in chief in and over
the said state of Georgia, and to his successors in office, for
the security of the sum of fix hundred and twenty-four
pounds, (equaj to two thousand fix hundred and feventy
four dollars and twenty-nine cents) contained in a bend
from the said John Howell to the aforefaid George Ma
thew#, late governor aforefaid, and his fuccefiors in office,
bearing even date with the said mortgage, ftnd on motion
of mr. Btilloch, attorney general, it is ordered , That the
