t LOdILOPT, November 3.
WILLIAM. Neale, a journeyman chair painter, in
the employ pf mp. Wood of Grosvenor street,
was on Sunday obforved. by Town fend, the Bow street of
ficer, lurking about Buckingham house, and on beingaff:-
cd what he wanted he replied, the king.” He was im
mediately taken to the alien office, and examined before
for. Ford, the magifee, tvhere hc Rated,-that, about five
years ago, the Lord Jesus Christ appeared to him, laid hold
of him by the hands, and felt him perfonaliy; H? said the
king of England had two: ions, one of whom the earth
brought forth, and the other Aion, which was himfelf.
Being evidently much deranged,” he was committed to the
house of corredion in Cnldbaib fields, and mr. Ford order
ed him to have, one fliillijig per day, besides the provision
of the h0ufe.,..... . r .v..;
On the fame evening John Stickes, another lunatic, was
brought before mr. Ford. He was apprehended the fame
morning in St. James’s Park, going to Buckingham house
without either coat or wajftcoat on, having a red ribbon in
his wig. Stiekcs was taken up about two years ago for
being troublesome at Buckingham house, and was confin
ed till he was thought fufficicntly recovered to be at large.
Mr. Ford ordered a coat to be brought for him, and that
he should be taken care of.
November 14. The emperor Paul appointed prince
Wolkoulky governor of Malta, and lent with him a chofcn
body of grenadiers to garrison the place; but in tlie Bof

to them; upon which he returned into tlie Black Sea.
December 2. By recent advices from the continent
we learn that the town of Stacie, situated near the Elbe,
h occupied by five battalions of FruHiah troops, it ap
pears to be die object of his PrulEan majesty to lecure the
navigation both of the Elbe and the Wefer; lie appears
resolved to seize tlie whole country between the two riv
ers. It is expected he will also occupv Hamburgh. The
commercial interefls of the city of London are moft feri
oully affiefted by this intelligence.
J hough no embargo on Ruffian Ihips in English ports
has-been ordered, there l>*ing none to stop that we can
hear ofi ineafures of a nature equally hoftife were resolved
on in the council at Buckingham house on Friday. The
Ruffian merchants, feeling the oppression and injustice of
being called on to pay to per Jons in Russia for cargoes
they have so little chance of obtaining, applied to govern
ment for an order of council prohibiting the payment of
bills from Russia, or otherwise remitting money thither.
; 1 bis order was made .from the king in council after con-
Lifting the attorney and solicitor generals, on the iiibjctft.
ayd was lent forinlcrtion in the London Gazette. In the
mean t’mie the merchants held''-another'meeting, and re
solved that they fliould pay the bills they had accepted,
but that they fliould accept no more. This was deemed
tlie moft equitable cottrle for commercial men to pursue,
and in consequence the order of council was withdrawn
from the Gazette.
f he next lAail is expected to bring intelligence cf the
Prullians having entered Hamburgh, and it is poffibjethat
interruption may be given to commercial tranfiuftions with
tliat city. Pruflta is looking out for acceflion of territory
m the north of Germany, and Russia in Turkev. The
Ruffian adimral refufes to quit the Dardanelles till Paul’s
j maritime expenees are p_aid. Fleets of Ruffian transports
and fleets of Ruffian men of war are “hovering around Con
ft.mtinople, and it is probable that Bonaparte had planned
with tlie court of St. Peterlburgh the overthrow of the
Tttrkilh empire.
