I ENCLOSE, for the information of the lords commiflri
ont rs of the admiralty, a letter which I have received
from the hon. capt, Stopford, of his majesty’s fliip Excel
lent, giving an account of the boats of that fliip having cut
out three brigs from a creek to the eaflward of Abreverak.

My lord , —l have the honor to acquaint your lord/hip,
that I sent the boats of his majesty’s fliip Under my com
mand, last night, udder the direction ofheuu Bain, to evit
out three large brigs which I had observed in a creek to
Jhe eaflward of Abreverak. The service was very dexter
” oufly and completely executed, and they were all brought
out through a very intricate navigation. One of the brigs
motets three carriage guns, and her crew, being in great
ineafure prepared for the attack, made fome refiflance,
which was however soon overcome by boarding, but 1 am
fovry to add, with the loss of one seaman, a quartermaster, 1
who wis mortally wounded. One of the veflels is loaded
with bifeuit for Brest, another with wood for the fame
place, and the third it hallall.

November 23. Private letters from Hamburgh slate,
that the mode of fettlenient proposed by the Hamburgh
mngiftracy, in the instance of the captured Pruflian veflel,
and agreed to by the captors, in order to fatisfy “both par
ties, was the purchase of the prize for 206,000 marcs, fa
bout 12,500!. sterling.) The veflel was instantly reftoied
to the Pruflian captain. , .
November 2(1. The Envy privateer of Gibraltar ha3
/captured three veflels, loaded with merebandife, bound to
Genoa, in the Mediterranean, and about the end of Sep
tember fell in with a fleet bound, to Genoa, confiding of
22 fail, under protection of a Leghorn xebeqne, out of
which flie captured 14 fail, (not having men to man the.
rest) and carried them into Leghorn; their cargoes are pro?
viiions: Also fell in with an American veflel, under Britiih
colors, hound to Genoa, who immediately fired a broadside
at the privateer, on which the latter ran along fide and
boarded him without firing a gun, and carried her into
Leghorn. _____
December ‘3. We have strong grounds for supposing,
and it is, with much fatisfa&ion we date it to the public,
that the Pruflian troops will speedily evacuate the port of
Cuxhaven, if, indeed, they have not already done so.
Private letters slate the Britiih trade at -Cuxhaven has
experienced no interruption in consequence of the possession
of that port by the Pruflian troops.
It has been long predicted that the emperor of Ruflia
would extend his views to Turkey. At this moment he
is demanding an indemnity from the Porte for the expeiues
of the maritime campaign; a prelude, no doubt, to a rup
ture with that feeble cabinet. Preparations for the war
continue with increased exertion.

lt Sir James Pulteney has taken the command in chief
of the troops in this country; the remainder of thedivilion
expected from Gibraltar are dropping in daily, and when
they are all arrived the whole will amount to about 4500,
men, exclusive of tliofe already here.
“ Yesterday’s post from Spain is. rather of a ore favor
able nature, with refptift to the plague, than many
of the preceding ones; the fymjatoms are laid to be much
less violent, -and that one of the suburbs of Seville is now
all tfiatf'is lick; at Cadiz it has almost wholly cealed; the
Guardiana is fully lined with troops,'and every precaution
taken to prevent the disorder coming into this country; I
hope we (hall by these means efcape.’*
The Portland, late M‘Gill, from Virginia to London,
has been taken near Dover by ttlo lugger privateers, after
an iftion of two hours and a half; since retaken by the
Racoon floopof war, and brought into the Downs.
A fliip called the Wafliington was loft in Cadiz bay
during the late storm, Whole loss is estimated at 110,000
dollars. ,
The Feast of St. Andrew was on Monday celebrated by
the Heottifh Corporation at the London Tavern, the duke
of Mpntrofe in the chair; and the company were honored
with the"*prelence of the Hero of the Nile. The Kirk of
Scotland, the Land of Cakes, and many other-appropri
ate tpafts, were drunk. A song was lung in high style in
favor of lord Nelson. Upwards of 450 gentlemen were
preftnt. But the mod pleasant occurrence was to learn,
that in the .course of tire year 1560 poor, lame, and sick
pi rfons, had been relieved'bv the governors. Avery li
beral iubfeription was made for the next year.

My lord , —Your lordlhip will perceive, in the narrative
of my proceedings, that a convoy of the enemy had got

standing a heavy life from the fliore on all lides, bravely

after blew up. lie fpeahs in high terms of commendation
of thole under his orders; and I admire the spirit that per
vaded all the officers and men employed upon this occaiion.
No prisoners were taken; and the conduit of capt. Ogdvy

war Swift, capt. Henderson, by whom we are.informed of

The Swift, .on the iflth infl. in the Old Straits, gave
a veflel, which on coming near they found to lx*
a fliip of war under American.colors. The Swift then flood
for Rock harbor, on the Cuba coast, and came to anchor
in 5 fathom water. The American purfutd, but they
difrrgarded he.r, knowing flic was under friendly colors;-.’
‘i he American came to.anchor also a: about half gun
fliot from the Swift.- She then fired a lhot into tlx- Swift,
and another and another, until 5 gims were fired, the fliot
of which did fome damage to the Swift. Capt. Heiwfoifnn
tiien got under way and flood to the Anieric :n, and wiien
he got along fide demanded to know the-reafpn why t u ey
fired into a veflel under the British flag. • The captain of
the American veflel ordered him to drop his anchor, which
capt. Plenderfon laid he would do as soon as he could bring
his veflel to the wind. At this instant he heard the captain
of the fliip give orders tt> pour a broadside into the schoo
ner, which was immediately complied with. Capt. Hen
derson luffed under the (hip’s quarter, and in his own de
fence gave the.fliip his broadside, and at the fame time put
bis veflel in flays, and gave the -fliip his otlxir broadside
and made off. While the schooner was under the (hip’s
quarter the marines (40 in number) belonging to the latter
annoyed them very much. Capt. Henderson received a
fliot through his hand, and another through his thigh; one
mail was killed, and two or three dangerotifly wounded.

A GENTLEMAN wJio.atrivcd here yeflerday in the.
fliip Borneo, of Boston, capt. Smith, from Sumatra
and the Cape, informs, that an Engfifli squadron, under
the command of commodore Hotham, were, on the 20th
of.Odlober, closely blockading the Tile of France; and that
this: squadron had taken 10 fail of French and Spanilb mer
chantmen in attempting’ to pass them. ‘ A Hamburgh (hip,
whiph had pa fled this Iquadron, was pursued and cut out
by the Englilh boats, the captain of which had his arm fliot
off in defending his fliip.
Qur informant- adds, that while at Madras, which was
about the ift of July, a Danilh gentleman from the File
of France ‘mfimnetHiim that two” veffets ifnder American
colors had arrived there from Bourdeaux, under convoy
of a French corvette.
On the 26th July five Dutch Eafl Tndiamen arrived at
Madras, prizes to the Arrogant, Englilh 74, having been
-captured Tiff Sumatra.
About three weeks before the Borneo arrived at Suma
tra a (now front Berg if had touched there to trade with

upon. Further proof adduced on the part of the claimants,
and which was opposed on the part of the captors. The
judge, after hearing ccunfel on both (ides, took time to ]
deliberate as to the sentence. j

January 19. On Friday eVening the fl ip Thomas, (forf
merly the Admiral Duncan)-belonging to capt. Jenkins,
drifted up to Coflaer’s Kook-, oppeiite the Furnace, where
(lie ran on the 100,-s and bilged. She was freighted for
Liverpool with a valuable cai go of four, pot allies, and,
1700 hogflieads cf (iaxfecd, and lay in the eafl river ready
for sea. She has now 6or 7 feet water in her hold, but
it is supposed will be got off with fome part of her cargo.
It is a Angular circumflance attending this veflel that, a
bout the fame time last \ tar, wliilft lying at the wharf of
Saltm, Son, and Cos. and when just ready for sea, flie took
fire and was burnt to'the wateids edge, losing by the ac
cident the greater part of a very valuable cargo of flour
and other articles,- in.ended.for Liverpool.

, erday informs us a lire broke out in the (lore cf mr. John
Curlis, merchant, at the Couth part of the town of Provi
dence; it proceeded with a high wind at vv. n. w. and be
fore it was got turner, which was not till late in the even
ing, it deftioyed between 40 and 50 of, the 1110 ft valuable
.Hurts and houj'es in that town. -
On Satu'rdty the 18th inst. the extensive tobacco and
fnuff manufadtorics at Watcrvfi it, Albany, built by James
Caldwell, and lately carried on by Caldwell, Fraler, and
Cos. were dtftroyed by fife'. T his. is. a .second time mr.
Caldwell’s manufa&ory has fallen a facrifice to this destruc
tive element. Stock and materials to the amount of
20,000 dollars were laved, and property to the amount of
30,000 dollars and ftroyed. - - 1

was dilcovered in the southeast. part of the trealury office,
city of Walhington. A coniiderable number of perfon**

Notwithllailding their exertions, however, and the active
life of the engine belonging to the office*!within the houle,
the fire was not extinguifl.ed for fever-al hours; it extend
ed itfelf from the apartment where it commenced to one
- or two others, and penetrated into the second story, but
fortunately did not reach the roof. .
Flad this builcling been consumed, besides the public
lofs, a number of private buildings would have been greatly
endangered, particularly as the w ind was high afid blult
