Savannah, October 19, 1891.
Resolved,
fpHAT the ordinance, entitled, “ An Ordinance for
X preventing, as much as may be, Accidents which
may happen ? by Fire in Savannah; for preserving the Fire
Engines in said City, and for rendering the same aS Hseful
as may be in case of Fire; and for other Purposes therein
mentioned;” be published in the Gazettes of the city, for
tbe information of the inhabitants, in order **®fc ail persons

by fire are more likely to happen, to render every assist
knee that may be necessary under the arrangements Os the
Board of Fire-Masters and this Council.

Aldermen of the jCity of Savannah, in Council assembled,
and it is heUby ordained , by the authority of the same*,
That there shall be chosen by ballot, in the City Council,
on the la Monday in July in. every yr, if tw.
be a Council, if not, then, on the first Council thereafter,
ten Fine-Masters, who shall have arid execute all the pow
ers and autbariue? herein mentioned; as also to make all
such regulations,, the management and direction
the fire engines, as. to them shall appear necessary, and
to procure as many fire hooks and. forks, buckets, house
ladders, and ropes, as they may tleem sufficient, and to
have them branded or marked with the city mark, C. S.
whkh shall be deposited in all such places as the F ( ire-

the same to the citizens; and tlie said Fire-Masters shall
also have the management and direction of the several en
gines, fire hooks, ladders, &C. And if any person shall,
.aftw he is chosen a Fire-Master, Muse or neglect to take
upon himself the said office, or, having taken upon him the
ud*Office, Shall refuse or neglect to comply with the do- .
ties reouired by this ordinance, every such person shall
forfeit and pay, for every shell refusal or neglect, the sum
of one hundred dollars. ■
1L And be it further ordained , by the authority a
fore said, That no.person shall be obliged to serve more
than one year as a Hire-Master inJmy term of five years.
111. And be. it further ordained, by the. authority
aforesaid, That there shall be immediately appointed, for.
one year, by thq Fire-Masters, one manager and two as
sistants to each engine now in, or may hereafter be in
tw crtyrand-wlfosliaU immeiliatelv enrol, for each engine
in thecitv, twelve able a&ive Negro men to assist in the
working the smaller engines, and twenty-four Negro men
for the larger engines, alter enrolling the tree people of
tolor as is herein after ordained, who shall be approved ot
bv the Fire-Mastery and be subjeft to .thur commands m
time of alarm; and.that each Negro man so enrolled be

number of the engine to which he may belong: 1 hat the
said managers and the owners of such slaves shall be al
lowed a reasonable compensation for the service of such

IV. And be it farther ordained, by tile authority

X. And be it further ordained, by the authority i
foresaid, T hat, in case a fire shall happen to brfuk out in
Savannah in the nighttime, the officer of the guard for thC
time be mg shall cause the hi habitants of the city to be a
)armed, by beat of ciru.n, ‘ringing of bells, or otherwise;

guished, to lie in readiness to give directions for the speedy
removal of tlie goods of such inhabitants as* aiay be en
dangered by such fire, to confer with .the Fire-Masters,

assistants, shall likew : e attend such fires, with tlieir usual
fire sUves; and tlie City Marshal, and Constables of tlie

he, she, or - tliev, shall be fined two dollars, for every
bucket he, she, or they, arc'short otjhe number required
by this ordinance; and no person shall make.rise of arty
bucket so procured for any other purpose but that of ex
tinguishing fire, under the penalty of one dollar for each
- ariu every- qffence; and,, m ease any person or persons
shall-wilfully detain or secrete from tlie lawful o\yner any
bucket procured as aforesaid, he, she, pr they, shall, on
conviction, forfeit a sum not exceeding ten doUars for -
very fire bucket, iq detained or secreted.
XVI. And v’htreiis tlie stores under tbe Bluff, and
others in this city, have few, and many of them no cbim
nics, be it further ordained, That the owners of. ever
improved wharf lot ip this city,shall fornishy within three
months, twenty buckets, for the building or. buildings on
such wharf, and distribute them proportionately among
the buildings; and that the owner of every other store in
the city, that lias no fire-place or placferVttached to the
same, shall furnish two fire buckets for each store, of
such kind, and under such regulations, as other landlords
are by this ordinance compelled to do.
XVII. And be it further qrdoined, by the authority
aforesaid, That every owner of a wooden house or houses,
or brick or stone houses covered with wood, occupied as
dvvellingbouses <> r kitchens, shall, within three months
after the public? l * oo hereof, provide tbe same with a suf
ficient ladder, ojr have a scuttle or door cut through the
roof of such house or bouses large enough for a man to
pass through conveniently, under the penalty of a fine not
exceeding twenty dollars.
XV 111. And be it further ordained, by the autho
rity aforesaid, That it shall be the duty of the City Sca
vengers,.on the breaking out of any fire; to order their
carts to tbe different places where buckets, fire hooks,
ladders, and ropes, are kept, and to assist in conveying
the same to such place or places as may he dire&cd by the
Mayor, either of tbe Aldermen, or the Fine-Masters;
and, after the said fire is extinguished, shall repair in like
manner with their carts, and colieft all the fire buckets,
hooks, ladders, and ropes, and have them conveyed to
such place or places as tbe Fire- Masters ma j direst.
