this globe? The constitution, indeed, has wifely provided
that, for admission to certain offices of important trud, a
residence Jhall be required, fufficient to develops character
and design: But might not the general charader and cap
abilities of a citizen be fafely communicated to every one
manifeding a bona fide purpose of embarking his life and
fortunes permanently with us? with reftriclions, perhaps,
to guard againd the fraudulent usurpation of our flag; an
abuse which brings so much embarraffinent and loss on the
genuine citizen, ami so much danger to the nation of being
involved in war, that no endeavor fliould be spared to do
ted and suppress it.
Tbefe, fellow citizens, are the matters refpeding the
date of the nation which I have thought of importance to
be submitted to your consideration at this time. Some o
t’ners of left’ moment, or not yet ready for communicati
on, will be the fubjed of feparat* mefiagts. lam happy
in this opportunity of committing the arduous affairs of
our government to the collected ivifdom of tire Union.
Nothing lliall be wanting on my part to inform, as far as
-in my power, the legislative judgment, nor to carry that
. judgment into faithful rverurinn. The prudence and tem
perance of your difeuffions will promote, within your own
walls, that conciliation which so much befriends rational
conclusion, and by its example will encourage among our
condiments that progress of opinion which is tending to
unite them in objed and in will. That all fiiould he fa
tisfied with any one order of things is not to be expeded;
but I indulge the pleading perfuaiion that the great body
of our citizens will cordially concur in honed and disinte
rested efforts, which have for their objed to preserve the
general and date governments in their conffitutional form
and equilibrium; to maintain peace abroad, and order and
obedience to the laws at home;. to effabiiffi principles and
prndiccr, of administration favorable to the security of li
berty and property, and to reduce expences to what is ’
nectifary for the ufeful purposes of government.

Cbarlejlon, December 23. The Legislature adjourned
on Saturday evening, at ten o’clock. During the felfion
29 ads have been puffed; one of .which incorporates the
South Carolina and State Banks; the former is to pay
1 ;,000 dollars for its charter previous to the fil'd of March
next; its capital! is fixed at*J, 500, 000 dollars. The date
has c-.lfo agreed to take the 30,000 dollars offered by the
Bate bank on the plan firff proposed by the comptroller,
that is, to lodge their fix per cent, flock Instead of money,
and, to receive the interest of it, independent of the bank
dividend. The incorporation is however conditioned to
their acceptance of the comptroller’s plan. In case of a
refulal by the dockholdei's the ad of incorporation is void.
T!ie dock deposited by the date is not to be disposed of
but under tlie diredion of tlie comptroller, and that onlv
in the event of a run being made on the hank. Theodore

‘l'he Legislature has granted 50,000 dollars for building
a College in Columbia, and 6000 dollars per annum for

the Judges of the Inferior Courts of the county of
Liberty for permiflion to fell all those several Trails of
Land granted Lieut. Hary Munro in several parts of this
state, agreeable to “ An act for the relief of the heirs of
Simon Munro, deceased,” passed at LouifvilJe, Bth Fe
bruary, 1797, veiling said property in said heirs, for the
purpose of making an equal distribution of the fame.
