KINGSTON March $ i.
Trent frigate, which arrived on Monday ev.n
----1 i„jr, left England the 13th February. _
Admiral C imobell, we undetfland, had Tailed lor this •.
Hland with 7 fail of the line, a frigate, and iloop yf war,
fome days before the 1 rent.
‘l'i-e wife precautions taken by government preclu Je the
offibilitv of knowing the real motive for fending the Trent
f-ip-ate to this island; it is however conjectured that the
vdutches Ihe brings are relative to a neighboring colony.
Falmvutb, March 24. We are much concerned to
fhtc a report that came to this office yesterday, of another
p at the windward parts of this island, which it is laid
place on T uei’day the 16th instant, and which has J
a°rain done much damage to the fhipping. The following .
p-ve come to our knowledge:
Port Maria: The (hips Atalanta, Adamson; Jamai
ca* Rafor; brig Three Brothers, Howard; all Bntilh;
t | ie American brig William of Norfolk; are drove on.

At Bucknor’s Bay: The brig Hannah, Lennox, of

NEW YORK, April u
THE brig Brandywine Miller, Fram, from Greenock,
which wfint on ftiore at the Hook on Friday night
last was got off on Tuesday night, and arrived in port
yesterday; (he is not much damaged.
* {hip Warren, Event, from Rotterdam, was got off
zt the fame time, and let fail for town; but her leak proved
so bad that it was feared (he would link, and it was thought
per to run her on shore again within the Hook. She
has left her rudder and received fome other injury. It is
expected Ihe will be brought up in two or three days.
April 20. We learn from New Orleans, by capt. Sif
fon that an embargo was to be laid upon all vessels in that
port on the 12th of May, by order of the French govern
ment; and that a French commandant for New Orleans
was hourly expetted.
On Wednesday afternoon an affray took place on board
a Spanilh brig, lying at Doughty’s wharf, in Philadelphia.
The (herift’s officer, by virtue of a writ of attachment,
went to the vessel to execute it, where he was refilled’ by
the I’eamen on board, one of whom knocked the officer
down with a handspike, and bruised him very much. Up
on this the officer retired to inform the fheriff, who, with
a number of conftables* and a large colleaion of citizens,
went to the vessel, and, after a flight resistance, boarded
her, and sent the crew to gaol.
Baltimore, April 9.
Extract of a Utter from a member of congress, dated
the 7 tb infant, to a gentleman of this city , and
communicated for publication •
“ It is not true that France has yet demanded pay- ‘
ment for the Inlurgent.
J t is not true that the French charge d’ affaires has
foliated a loan for fix millions of dollars. It is not be
lieved that he has any authority to alk a loan of any
kind, even if wanted.
“ It is true that the charge d’ affaires of the French
republic was deiirous of felling bills on France to our
ireafury; but the lecretary had no occasion for bills at
present, and didjiot purchafc.
a it is true that a sum was unanimoufiy voted to
carry into effeft the convention with France. The largest
item of their demand is for the proceeds of prizes taken
by our public ships of war, carried into the Britiih islands,
and there fold dire Elly contrary to lav:, without any
for.m of trial whatever.. The mode was, the captains
called a survey on the prizes, and. the surveyors never
failed to declare the prize unfit to proceed to America.
She was then fold, the captors received there one half of
the prize money, the other bait was paid into the trea
sury; so that in fa t\ we lose only that half received by
the crews of our ffiips.
“ This improper conduct was not only winked at but
countenanced.”
Wajbington, April 5. The command of the squadron
deftinecl for the Mediterranean has been given to commo
dore Richard V. Morris, in the place of capt. Truxton,
who has retired from the iervice.
April 12. On Thuri'day lull the following resolution
was moved in the senate.
Ikfolved, That a committee be appointed to examine
and report what regulations ought to be adopted rdpedling
the lands claimed by the United States within the date of
TennefTee.
In the course of the remarks made on that and the endu
ing day it appeared that the (late of Tenneflee had recent
ly parted a law for the difpolition of lands of the United
States within the limits of that ft ate, on the idea that luck
lands became the property of Tenneflee in virtue oi her
sovereignty. It was underiiood that, though a law of the
above nature had palled, vet no land office is yet opened.
The land above alluded to became the property of the
United States in the following manner:
The territory of which Tenneflee consists was ceded by
North Carolina, to whom it belonged, with the re {'creation
of those lands for which warrants hud been iffaed from the
land office of that Rate. This territory, thus ceded, was
formed into a territory of the United States, under the ap
pellation of the South W eftern 1 erntory, under a compsdt
which expressly veiled tlie property of the above lanus, .
■wit’n the mentioned reservation, in the United States. Un
der this compact, and of confeqtier.ee under the obligation
tins term/Tenneflee, at a iublequent period, was ad
mitted into the union. The land remaining, after ail the
warrants were latisfieii, is Hated to amount to about ten
millions of acres.
On the adoption of the resolution the yeas and r.ays j
were taken. All the senators voted for the resolution but
