The committee to whom was referred
the subject of appointing an additional
number of lottery commissioners, beg.
leave to report, that they have had the
same under consideration, and deem it not
j only expedient, but absolutely necessary,
; that there should be an additional number
|of Lottery Commissioners appointed for
the purpose of carrying on both Lotteries
at the same time.
| Your committee do not deem it neccssa
! ry to enter into a detailed argument in sup
i port of this measure, inasmuch as not tal
ly the interest of the individual drawer, but
j that of the whole State, requires that the
; rightful owners of the Territory should go
l us soon as possible into the immediate
I possession of their lands, having due rc
' yard to the laws heretofore passed for the
j protection of its Indian inhabitants. For
