To the alitor of the New York Tribune.
Sib : The position which yon have taken on
the Secession question is destined to meet the
approval of the deliberate judgment of the great
mass of the people of all parlies. Whatever
may be the legal or constitutional merits of the
case, there is no doubt that, as a question of
State policy, it is best for the General Govern
ment and the people of the North to abstain
from all interference with the secession move
ments of South Carolina. If a single citizen of
South Carolina should be shot by the United
St-ites soldiers, it would do more to draw a
dividing line between the North and South
than all the talk of the demagogues in a hun
dred years. O.ir Confederacy rests oil the vol
untary assent of its several members, and we
want no provinces dragooned by force into the
Union. If ajiv State wants to leave, the trae
policy is to let her leave. This is in accord
ance with the spirit of our Government, which
has so signally justified its wisdom by its re
sults. m
Free jjistit'\'inns are only possible among a
people who can respect the rights of others,.and
who can assent to' the decisions of thrf majori
ty. The people of South Carolina show them
selves incapable of practicing this peculiar re
publican virtue, and, therefore, incompetent to
perform tlieir part toward maintaining a Repub
lican Confederacy. They insist on imposing
heir own arbitrary will on the other meu.bJiS
of the Association ; or, as the alternative, they
threaten to break up the concern. What course
dot s it become the other members to take un
der these cireumstaneus '! it seems to me plain
that it is the one which you hav^ Indicted.—
W e should ourijtlves be unworthy of the Free
dom Which vve have inherited, if we isisely sub
mitted to the harsh UireatSArf the slave-owners,
but it is in accordance with the voluntary na
ture of the Union for us to politely inform South
Carolina that we shall impose no force to her
withurawal. Let us rather treat her in the
most generous manner on the occlusion, giving
her finely the forts and- lighthouses on her
coast, and saying nothing about her paying her
share of the public debt. This course is better
calculated tnan any other to keep her in the
Uition ; and if it does not have this effect, it
reduce the evils of her withdrawal to the lowest

Singular Appeal to the President—South Caro
lina Collector Appointed—Trouble in High
Place*, etc., etc.
Washington, Nov. 20.—A number of promi
nent politicians here, to-day addressed a letter
hr the President proposing that he should re
commend in his Message that the right of se
cession should be tested in the Supreme Court,
by agreement between the North and the South.
Meantime, it is now generally admitted, that
South Corolinawill secede, and thus, they sug
gest, the case will come up for legal adjudica
tion.
John Merriam has been appointed by the
Preadent Collector of the Customs at George
town, S. C. The compension of the post is
f.-fOO per annum.
Governor Weller, of California, has been in
structed per Pony Express to depart immedi
ately for Mexico.
Information has been received here from the
Governor of Washington Territory, that a slave
on board an American vessel which e.ntered
Victoria harbor, had been set free by the Brit
ish Governor. —

of the Cabinet is imminent on account of the
positions taken by Mr. Buchanan in his Mes
sage. This is not generally credited, but there
has certainly been trouble of some sort in the
Cabinet meeting to-day. The Washington des
patches published in all the Northern papers
tend to confirm my telegram sent two days ago,
that the President regards, secession as- an ir.-~'

COERCION ANT) CREDIT.
It was asked where would the South get the
money to prepare for her defence in the event
of being attacked by the federal power ? That
question is answered by our dispatch to-day.
The Southern States can get money in abun
dance on the pledge of their cotton and other
products. A question more to the point for
those who talk madly of waging war with the
seceeding States would be, where is the North
to get the money to coerce them '•* It would
cost one hundred times as much to successful
ly assail the Southern States as would be neces
sary for them to defend themselves. To con
quer nine millions of men in their own country,
with all their resources around them—men too,
who are all skilled in the nse of arms, and not
afraid to use them—would be a task from
which the most warlike nation in the world
might shrink. England did her utmost for
seven years to conquer the same people when
the whole population of tho colonies only num
bered a little over three millions, and that first
class power failed in the attempt And so
wool 1 any attempt on the part of the Northern
States fail to subdue the South. For be it re
membered that themoineDta blow was struck
by the North at one seceeding State, all the
Southern States would raily round her ; and it
would be necessaay to conqueT all before one
could be brought under the yoke. However
the Southern States may differ among them
selves about the wisdom of secession, there
would be no difference among them when it
came to war.

Prophetic Language of a Statesman.
In 1S57, when Abolition petitions were first
presented to Congress, the great statesman, Cal
houn, made a speech on them, from which we
take the following prophet extracts:
“As widely as this incendiary spirit has spread
it has not yet infected this b >dy, or the giesy;
mass of the intelligent and business portion of
the North ; but unless it he speedily-stepped,
it trill spreail and track upward till it bring*
the 1 icogreat sections of the Union into a deadly
conflict.”
“A large portion of the Northern States be
lieved slavery to he a sin, and would believe it
an obligation of conscience to aboli-h it, if they
should toil themselves in any degree responsible
for its continuance, and that his (WelsLer’s)
doctrine w ould necessarily lead to the belief of
such responsibility. I then predicted that it
would commence as it has, with this fanatical
portion ol society ; and that they would begin
their operations on the ignorant, the weak, the
young, the thoughtless, and would gradually
extend upward till they become strong enough
to obtain political control, when he, and others
holding the highest stations in society, would,
however reluctant, he compelled to yield their
doctrine, or be dricen into obscurity."
“Those who imagine that the spirit now
abroad in the North will die away of itself with
out a shock or convulsion, have lor . ed a very
inadequate conception of its real character ; and
it will continue to rise and spread, unless prompt
and efficient measures to stay its progress be
adopted. Already it ha* taken possession of the
pulpit, of the school*, and, to a considerable ex
tent, of the press ; those great instruments by
which the mind of the rising generation will he
formed.”
“However sound the great body of the non
slaveholding section are at present, in the course
of a few years they will be succeeded by those
who have been taught to hate the people and
institutions of nearly one-half of this Union,
with a hatred more deadly than one hostile na
tion entertained towards another. It is easy to
see the end. By the necessary course of events
if leftjto themselves, we must becomefinally two
people. It is impossible, under the d^dty Ha
tred which must spfirfg up be tweet# the two
great sections, if the present causes are permit
ted to operate unchecked, that we should con-
tinue“under the same political system. The
conflicting elements would burst the Union
asunder, as powerful as are tho links which
hold it together. Abolition and the Union can
not coexist. Asa friend of the Union, I open
ly proclaim it, and the sooner it is known the
better.”. *" - ..
Thus spoke the great Calhoun to the great
Webster in the Senate^ in the year 1867. How
prophetic his language! With what a master
hand he traced the career of Abolitionism to its
present consummation. Abolition and the
JLJmos cannot coexist 1” The former has tri
umphed, and the latter is on the very verge of
dissolution. No power of man, we fear, can
save it from destruction. Oh! that his warn
ing voice had been regard id in season. But it
is too late. We have gown the seeds of dis
union, and we must now reap a harvest of an
archy and civil strife.
