Bidders are requested to inspect the property as well as opera
tions and conditions that may be affected. Arrangements shall be
made for inspecting the site by contacting the Housing Authority
at (706) 724-5466 Extension 45 (Mr. Daniel Gwinn, moderniza
tion director) or (706) 724-6119 (Mr. Rick Dorris, director of
facilities.) ‘
The Contract, ifawarded, will be on the result of evaluations of the
proposers submission. No proposal may be withdrawn for a
period of one hundred twenty (120) days after time hasbeen called
on date of proposal opening.
The successful proposer will be required to show proofthat his/her
firm and all exployees possess proper security bonds, and all the
applicableinsurance requirements in accordance with the Gener
al Conditions.
Attention is called to the provisions for equal employment oppor
tunity and to the requirement that not less than minimum
salaries and wages as set forth in the specifications must be paid
on this project. The work to be performed under this contract is
' subject to the requirements of Section 3 of the HUD Act of 1968,
! as amended, 12 U.5.C.1701u (Section 3). The purpose of Section
li 3 is to insure that employment and other economic opportunities
. generated by HUD assistance or HUD-assisted projects covered
. by Section 3, shall, to the greatest extent feasible, be directed to
: low- and very low-income persons, particularly persons who are
: recipient of HUD assistance for Housing. The Housing Authority
: of The City of Augusta, Georgia has established a goal of awarding
' 20% of the dollar value of contracts to Minority Business Enter

NEIGHBORHOOD PUBLIC MEETINGS
AUGUSTA-RICHMOND COUNTY
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
The U.S. Department of Housing and Urban Development (HUD) annually awards Federal
Community Development Block Grant (CDBG) funds on a formula basis to entitlement cities to carry
out a wide range of community development activities. These funds are administered through the
ARC Housing & Neighborhood Development Department (HND). In 1996, Augusta-Richmond
County received approximately $2.3 million in federal CDBG grant funds based on the formula
devised for the former City of Augusta. In 1997, it is anticipated that the consolidated Augusta-
Richmond County will receive the following allocations:
CDBG Funds $5 - $7 million
- To be used for neighborhood revitalization, economic development activities, public facility
improvements and public services.
EMERGENCY SHELTER GRANT (ESG) Funds $60,000
- To be used for homeless activities by non-profit agencies.
HOME Funds $500,000
- To be used to expand the supply of affordable houses.
Additionally, HND will be submitting an application to the Georgia Department of Community Affairs
for $200,000 of Community Investment HOME Program funds. These funds will be used to provide
affordable loans to expand the supply of decent, safe and sanitary housing for low and moderate
income persons in the suburban area of Augusta-Richmond County.
On behalf of the Augusta-Richmond Commission-Council, the staff of HND is in the process of
developing the 1997 budget and is seeking the input of the citizens of Augusta-Richmond County.
The following neighborhood meetings and public hearings have been scheduled to provide
information to residents concerning the following: the CDBG process, the Consolidated Plan
process, and services being offered by HND. We will also obtain information from area residents
about needs in their area and how CDBG could possibly address those needs.
