Republicans say Perot won’t
deprive GOP of Georgia votes

Amid the euphoria of their na
tional convention, Georgia Repub
licans paid little attention to that
other party’s convention—theone
whosefounderthey blame for Pres
ident Clinton’s narrow 1992 victo
ry in Georgia.
But state GOP leaders acknowl
edge that the nominee of the Re
form Party, which met in Long
Beach this week, could play a
major role in determining wheth
er Bob Dole or Clinton wins Geor
gia’s 13 electoral votes this fall.
That’s because Ross Perot, who
founded and bankrolled the new
party and likely will be its nomi
nee, captured 13.3 percent of the
vote in Georgia four years ago,
when Clinton edged out Presi
dent Bush by just 13,714 votesout
of nearly 2.3 million cast.
“If it’s a close election, and it
could be, he might have an im

SAVANNAH
Carson Products Company,
makers of signature brand Dark
& Lovely No-Lye Relaxer, recent
ly listed a public stock offering of
its subsidiary, Carson South Afri
ca on the Johannesburg Stock
Exchange (JSE). Trading began
on July 3.
The public offering of Carson
South Africa comes on the heels of
the company’s successful acquisi
tion and fully operational 40,000
square-foot plant purchased in
South Africa in October of last
year. The South Africa manufac
turing facility, retrofitted to meet
Carson’s needs, employs approxi
mately 100 individuals. Employ
ees were granted stock in the com
pany.

change, and the Clinton administration is for

that Bush would have won Geor
gia easily in 1992 if Perot had not
been on the ticket.
The Reform Party will announce
itsnominee Sunday. The 1 million
party members nationwide have
been voting by mail this week,
choosing between Perot and
former Colorado Gov. Richard
Lamm, a former Democrat.
Sen. Paul Coverdell, R-Ga.—
whose 1992 election to the Senate
would never have happened if a
third-party candidate had not
forced a general election runoff—
agreed that a Perot candidacy
could be a factor in Georgia in a
close election.
But Coverdell said he’s convinced
that potential Perot voters this year
man and chief executive officer,
Carson went public with its stock
offering to give back to the coun
try as well as the employees. “We
want to ensure that our employ
eesin South Africa are participat
ing in our success as well as in the
growth of their country’s econo
my,” said Keith.
Keith also pointed out that the
South Africa facility, which will
be utilized as a platform plant for
the production of products for the
entire African continent, will en
hance Carson’s growth potential
as an international player in the
ethnic hair-care industry.
Currently, international sales ac
countforabout2s percentofCarson’s
revenue. Within five years, Keith
believes, between 45 to 50 percent of
Carson’ssales will beininternation-
will hurt Clinton and Dole equally.
Four years ago, he said, most of
those voters likely would have gone
to Bush had Perot not been on the
ballot.
“Recalcitrancy tends to be against
incumbency,” he said, “and that’s
why I feel in this case the phenome
non we had in 1992 is likely to be
less.”
To ensure that the Perot voters
don’t dampen Dole’s chances,
Georgia GOP leaders say they’re
planning to court them
with a message that the
Republican platform pro
vides exactly the reform
they’re seeking.

Speaker Newt Gingrich. “And to
say that there’s a clear-cut,
straightforward choice.
“We can carry that message to
every neighborhood in every com
munity in Georgia and have a
very powerful argument, that we
arein fact far better for most work
ing Americans than Bill Clinton,”
Gingrichsaid. “And I think in that
context, Perot’s votes come to us.”
Coverdell said Republicans need
to tell potential Perot supporters
“don’t throw your vote away.”

Georgia to reward teachers
who successfully complete
new certification process
Georgia educators who success
fully complete a rigorous evalua
tion program and achieve certifi
cation by the National Board for
Professional Teaching Standards
(NBPTS) are eligible for a one
time, five-percent increase in
their state salary and reimburse
ment of all certification costs.
This program is based on legisla
tion passed by the General As
sembly earlier this year.
Fran Abee, director of profes
sional services for the 37,000-
member Professional Association
of Georgia Educators (PAGE),
was invited in August to present
an overview of the Georgia legis
lation to educators from across
the nation who participated in
the National Board’s Third An
nual Academy. Abee reviewed
the law, which passed in Geor
gia, and responded to questions
from academy participants from
other states contemplating sim
ilar legislation.
Thus far, four Georgia educa
tors have successfully completed
the certification program, which
includes examinations, review of
teaching methodology and sub
mission of a portfolio of student
work. PAGE is encouraging sev
eral members to begin the initial
stages of the process, which takes
approximately one school year to
complete.
