“We're supposed to meet every
month,” said Mr. Goudy. “He
called off the meetings himself.”
Prior to the headquarters flap,
however, Mr. Edwards had been
under fire from some members of
the group. Eventually, they sub
mitted an Article 10, the formal
grievance to the national head
quarters, citing a string of viola
tions. Among the charges
launched against Mr. Edwards
were violation of financial account
ability; violation of branch opera
tions and procedures; failure to
properly report and deposit rev
enue; failure tofollow proper ethi
caland parliamentary procedures;
and failure to attend state and
regional meetings.
Mr. Edwards dismisses the
charges as frivolous and suggests
therealissueisdisagreementover
philosophy and policy that exists
between himself and some of the
longer-standing members.
“There are a few of them that
believe the branch is theirs,” Mr.
Edwards said. He identified a
small group of the executive-com
mittee members that were his
main detractors. “It doesn’t take
more than three membersin good
standing to complain to launch
anArticle 10,” Mr. Edwards said.
“There are less than six mem
bers that belong to a clique that
have vowed to get rid of me.”
Ms. Harris also wished for more
police cars in her neighborhood.
Chief Deputy Ronnie Strength of
the Richmond County Sheriff's De
partment said lack of manpower
and budgetary constraints helps
limit police visibility.
“We have lots of territory to cover
withfewmen. Weareunderstaffed.”
The Chief Deputy said Augusta
hasl7ofewermenthanthe Sheriffs
Department in Columbus, Ga. —a
city with population numbers com
parable with Augusta.
“More manpower and vehicles
means more taxes. But that’s not
our call,” said Chief Deputy
Strength.
Increased taxesisacall the Board
of Commissioners can make.
County Commissioner Rob
Zetterbergsaid Sheriff Webstermay
need to consider creative ways to
ward better law enforcement.
“Maybeacitizens’deputy force simi
lar to Columbia County,” offered
the commissioner.
“Im not for raising taxes. The
public expects to be safe, have gar
bage pick-up and clean water. But
they want to pay less for it.
“If we (Augusta) don’t wake up,
we'll find ourselves running out of
money,” said Commissioner
Zetterberg.
Some ofthe grievances outlined
against Mr. Edwards in the Ar
ticle 10 have merit, Mr. Edwards
admitted, but he doesn’t feel he
has done anything to warrant
suspension.
“I did miss a meeting on Me
morial Day,” Mr. Edwards said.
“I didn’t think there would be
one because of the holiday.”
He also admits missing the
organization’s Life Membership
meeting less than six weeks after
he assumed office. Many of the
members were very upset that he
wasnotthere. Mr. Edwards, how
ever, was unapologetic.
“IwasinFlorence, South Caro
lina then for a conference of may
ors meeting that I had set up
previously. I wasn’t going to miss
that,” Mr. Edwards said.
Perhaps the infraction that
really set things in motion
against him was his failure to
poll members prior to the con
solidation referendum that
united the city of Augusta and
Richmond County. On that occa
sion, Mr. Edwards issued a state
ment from the national head
quarters that said the NAACP
was against anything that had
the effect of diluting minority
voting strength. Manylocal mem
bers had worked for consolida
tion and were upset that the tone
ofthe statement wasnot in keep
ing with the way they felt onthat
particular issue.

according to Mr. Thomas.
“He [Mr. Edwards] has no re
spect for the Augusta branch of
the NAACP. Some members have
been with the branch for 46 years.
He has no respect for the execu
tive committee,” Mr. Thomas
said.
The meeting on August 19 with
Mr. Rivers was called by state
NAACP president Walter Butler
for the purpose of discussing the
grievances. Mr. Edwards was not
present at the meeting. The mat
ter will be visited again when the
organization has its general
meeting in Baltimore on October
29, according to Mr. Goudy.
Edwardsis proud of his accom
plishments during the past 15
months as president. He cites a
dramatic increase in enrollment
under his watch. He credits the
Million Man March as an impor
tant factor in the rise.
“Before I became president
there were several years of de
clining membership. Last Janu
ary and February we saw huge
increases in membership and it
hasbeen increasing steadily,” Mr.
Edwards said.
The next general meeting is in
September. Itslocation hasyet tobe
decided. In November, elections will
be held for a new president. Will
Edwards be a candidate?
“I doubt that I will run,”
Edwards said.

Husband, wife
arrested for
shooting clerk
A husband and wife team
from the Aiken County town
of Windsor, S.C. was arrested
in connection with armed rob
bery charges.
According to Aiken County
Sheriff Office records, Rodney
Leonard Butler, 28, of 1593
Salley Road, Williston, S.C.
and his wife, Luretha Minor
Butler, 27, of 1593 Salley
Road, Williston, have been
charged with armed robbery,
assault and battery with in
tent to kill.
Dewey Hobson Ward, 41, of
402 Middleton Drive, was shot
in the neck during the August
28 incident, which occurred
about 9:45 p.m..
Mr. Ward is a clerk at the
Little Country Store, 500
Middleton Drive in Windsor.
A third man is being sought
for the shooting. He’s identi
fied as Steven Ansley, also of
Williston. For detals leading

Gunman
intiniidates
motorist
AnAugustamansaidamanriding
in a white truck pointed a gun at
him. The incident occurred on the
3100 block of Old Savannah Road,
at 3 a.m., August 25.
George Sumers, 30, said the sus
pect pointed a gun at him and said,
“You are going to take me to buy
some crack.” The suspect then fled
south on Old Savannah Road, Mr.
Sumers told authorites.
Startled
burglars flee
residence
A Hephzibah woman was able
to escape harm after she startled
burglars into fleeing from her
home.
The two young men apparently
thought Lorrie Lillian Albert, 50,
wasn’t at home when they en
tered her bedroom door. Both im
mediately ran from the residence
after noticing Ms. Albert was still
in the home, the report showed.
The incident happened about
12:45 p.m. on August 25.
