of 13.1 percent, compared with 7.5
percent for all males.

of the state’s prison population.

and savings and*loans doing busi
ness in California.

felony narcotics arrests.
_ 83 percent spend more than
three hours a day watching TV
compared with 51 percent of white

In order to reverse the down
ward spiral, the commission rec
ommended, among other things,
putting a halt to legislation that
would adversely impact affirma
tive action programs; and ban on
the sale, manufacturing and own
ership of small handguns com
monly called Saturday night spe
cials.
The report also recommended
that banks and the Small Busi
ness Administration improvebusi
ness development in black neigh
borhoods; public schools replace
at-home suspensions with in
school suspensions; and more sup
port for black-owned media com
panies.
The commission said the solu
tions lie with everyone, from gov
ernment agencies to communities
and black men themselves.
“We also must make it clear
that African American communi
ties should not put their lives on
hold waiting for government res
cue,” Lee said.
“What we do know is that un
less we find and implement viable
solutions to the problems we have
identified, the destiny of this state
hangs in the balance,” Lee said.
Lee also introduced four bills,
including SB 862 that would cre-
ate a commission to ensure that
the recommendations are imple
mented; and SB 900 that would
require California schools to be
more accountable for the academic
performances of black male stu
dents and other ethnic minorities.
