Black lawmakers breathed a sigh of
relief Thursday that a redistricting
settlement left all but three of the
Legislature’s majority-black districts
mostly intact.
“It would be even worse if the three
judges redraw this map, I'm con
vinced,” said Rep. Tyrone Brooks, D-
Atlanta, president of the Georgia As
sociation of Black Elected Officials.
A three-judge federal panel gave state
leaders a chance to redraw the House
and Senate maps themselves in a three
day mediation session with attorneys
for the Justice Department, the Ameri
can Civil Liberties Union and a group
of voters who sued the state.
The agreement they reached late
Wednesday won unanimous approval
Thursday from the Senate Reappor
tionment Committee. The House Re
apportionment Committee voted 18-1
for the proposal, despite concerns that
lawmakers were allowed no voice in
drawing the district lines.
“We have to make the decision,
yet we have no idea what went on in
that mediation,” said Rep. Doug
Everett, R-Albany. “I don’t think that’s
exactly right.”
Assistant attorney general Dennis
Dunn told lawmakers the redistricting
battle that has simmered in Georgia
since 1991 “will go away” if the Leg
islature agrees to the settlement.

she said. “The pressure is awful.
It’s terrible and it shouldn’t hap
pen like this.”
Onceshefindsajob, Ms. Johnson
will continue to receive benefits
such as Medicaid, vouchers for
child care, and transportation for
up to a year.
Although the new federal wel
fare law caps cash benefits at five
years, Ms. Johnson will have to be
off the rolls in four. Miller asked
for a year less to pressure case
workers and recipients to find jobs
faster while leaving the state a
year to fall back on if needed.
Ms. Johnson will also have to
follow a strict set of rules _ meet
ing all her job-search and work
requirements, keeping her chil
dren in school and making sure
they maintain passing grades.
Violating those rules would
cause her to lose 25 percent of her
benefits the first time. She would
be kicked off the rolls the second.
“The bill as a whole is still the
governor’s framework, but there
were some very important addi
tions that give us a better opportu
nity to make sure it works better
for families,” said Linda Lowe, a
family advocate who lobbied for
changes to the governor’s welfare

When the bill cleared the Sen
ate last month, Miller agreed to
guarantee hearings to recipients
who say they’ve been sanctioned
unfairly. Lawmakers also prohib
ited sanctions for trivial infrac
tions.
The House added a provision
allowing recipients to open ac
counts and save money for school,
buying a home or starting a busi
ness without losing benefits.
Other issues will need to be re
visited next year. The House
tacked on a requirement that wel
fare officials develop a plan to give
businesses an incentive to hire
recipients. g
The amendment came after
Miller balked at a proposed em
ployer tax credit of up to $2,800
per recipient. The governor said
the plan would have added $25
million to the state’s welfare bud
get.
Another change requires law
makers to reconsider next year
extending the one year of benefits
legal aliens will receive. Some law
makers insist the state is inviting
alawsuit by not offering aliens the
full four years of benefits U.S. citi
zens receive.
“What the House did ‘vith that,
I think, strengthened the state’s
position in that it isn’t just one
year,” Miller said. “It said one year
and then we’ll look at it again.”
