Architectural Services :
Construction of a Child Care Facility
The Housing Authority of the City of Augusta, Georgia
The Housing Authority of the City of Augusta, Georgia invites
architectural firms to submit information, if interested, in
providing architectural and engineering services relating to
the above proposed services. :
Scope of Work: The Housing Authority is planning to con
struct a new Child Care Facility in front of the Peabody
Apartments on Walton Way in Augusta, Georgia. The facility
will be designed and sized to accommodate approximately 118
children in accordance with licensing standards for the State
of Georgia. The building will be of a one-story design that will
blend with the surrounding community. The building will
have six to seven classrooms, reception/office area, staff
lounge, kitchen, bathroom facilities for each classroom and
the general public, storage rooms and a playground area.
Extent of Professional Services: Preparation of all plans,
specifications, bid and contract documents to accomplish the
proposed project in strict accordance with Federal regula
tions. The firm selected shall attend to all customary profes
sional details requested by The Housing Authority of the City
of Augusta, Georgia, including directly contracting with ad
ditional consultants required for preparation of plans and
specifications and the execution of the contract.

All interested firms must respond with a letter of interest
responding to the evaluation factors listed below:
1) Evidence of the professional’s or the firm’s ability to
perform the work, as indicated by profiles of the principals
and staff’s professional and technical competence and experi
ence and their facilities. A premium will be placed on
experience for Child Care Facilities. Maximum Points - 40.
2) Price. The contract will be a standard HUD contract, HUD
Form 51915. The architect shall be paid as full compensation
for the work required, performed, and accepted under the
contract, inclusive of all costs and expenses, the firm fixed
price. Indicate in your firm’s proposal the firm fixed price.
Maximum Points - 30.
3) A general conceptual design and description of the finished
building, to allow the review committee to gain a general
understanding of the planned construction. This may be
supported with budgetary estimates for review. Maximum
Points - 10.
4) Past performance in terms of cost control, quality of work,
and compliance with performance schedules. In addition, list
references of similar projects or experiences with Child Care
Facilities, including the name of the facility and a contact
person. Maximum Points - 20.
5) Knowledge of local building codes and understanding of
appropriate accessibility standards. No Points.
6) Evidence that, where design work is involved, the architect
is currently registered in the State of Georgia. No Points.
7) Certified statement that the architect or firm is not
debarred, suspended or otherwise prohibited from profes
sional practice by any Federal, State or local agency. No
Points.
Letters of interest along with the above required information
(items 1 through 7) must be submitted to the above named
person no later than 3:00 p.m. (local time), Tuesday, May 6,
1997. All proposals will be in sealed envelopes and will be
clearly marked, “Construction of a Child Care Facility for the
Augusta Housing Authority.” The Proposer is responsible for
insuring that the complete bid arrives on time; the Housing
Authority of the City of Augusta will accept no responsibility
of lost or misdirected mail. The Authority reserves the right
to accept or reject any bid and waive any formalities in the
bidding process.

opened and read in the presence of those interested.
All work shall be in accordance with the contract documents
of the Augusta-Richmond County Engineer and Commission
er of Public Works, hereinafter referred to as the Engineer.
Copies of the Contract Documents may be examined during
regular business hours at the Engineering Office, 7th Floor,
Municipal Building, Angusta, Georgia; at the following loca
tions:

Copies of the Contract Documents for bidding purposes may
be obtained at the office of the Purchasing Director upon
payment of Twenty-Five Dollars ($25.00) for each set. (Non
refundable).
Bids shall be addressed to Augusta-Richmond County Com
mission, ¢/o Purchasing Director, Municipal Building, Augus
ta, Georgia 30911, marking the envelope “Bid for Street
Lighting & Fixtures.”
Bids shall be completed and submitted as described in the
Information for Bidders section of the Contract Documents.
A Bid Guarantee, Performance Bond, and a Labor and Mate
rial Payment Bond will be required.
No bid may be withdrawn for a period of sixty (60) days after
the date and time set for the receipt of bids.
All bidders will be required to attend a Pre-Bid Inspection
which will be held at the Purchasing Office, Room 605, 530
Greene Street to be escorted to the site, at 3:00 p.m. on April
28, 1997. (Attendance is not mandatory).
Successful bidders must have a valid Occupational Tax Li
cense: License No. _ State ;
The Owner reserves the right to waive any informalities in
bidding and to reject any or all bids.

Madden Reid Building, 1425 Walton Way, Augusta, Ga. 30901,
until 12:00 noon (EST), Monday, May 5, 1997, for the sale of
surplus equipment. Each item will be placed in Lots #1 - 4
individually.
Lot #1 - 1974 Bluebird, yellow school bus, gasoline
powered (used).
Lot #2 - 20 each baby cribs, wooden, size 29 1/2" x 53",
used.
Lot #3 - Ricoh model #5070 copier with 15 bin sorta,
used.
Lot #4 - Lanier model #6360 copier with S-255 (25 bin)
sorta, used.
Each item will be sold to the highest reasonable bid with no
warranties implied hereto.

Two public information meetings will be held on the draft Transpor
tation Improvement Program (TIP) for the Augusta Regional Trans
portation Study Area on May 1, 1997 and May 5, 1997 from 5:00 p.m.
until 7:00 p.m. The May 1 meeting will be held in the meeting room
of the Cotton Row Case, Riverwalk at Bth Street, Augusta, Georgia.
The May 5 meeting will be held in the Aiken County Council
Chambers, 736 Richland Avenue West, Aiken, S.C. These public
meetings follow a 30-day comment period during which the docu
ment was available for review. An additional ten-day comment
period will follow the public meeting.
The ARTS area covers the urbanized portions of Richmond County
and Columbia County, Ga. and Aiken County, S.C. The TIP contains
all surface transportation projects scheduled to be funded over the
next three to five years under the federal transportation funding
acts. Any questions about the document should be directed to the
staff at the Augusta-Richmond County Planning Commission at
(706) 721-1796 or the Aiken County Planning & Development
Department at (803) 642-1520. Any persons with special needs
related to handicapped accessibility or foreign language should
contact the Planning Commission for assistance.
