Man accused of
punching a child
A 33-year—old Augusta man is
charged with simple battery of a
fifth grade student.
* According to reports, Blanda
Anne Freeman told authoritiesthat
David Wilson of Dadest Street, ap
proached her 10-year-old son while
he was waiting for the school bus
Thursday, April 24. Mr. Wilson,
an employee of Kimberly-Clarke,
accused thefifth grade Monte Sano
Elementary studentof messing with
his nephew, struck thechildinthe
stomach with a closed fist, and
threw him on the ground.
The two witnesses, both students
at Monte Sano Elementary School,
stated they saw theentireincident
transpire. They verified Ms.
Freeman’sstory.
Woman arrested for
stealing hygiene
products
. A 38-year—old Augusta woman
was arrested and charged with
shoplifting.
Lorene Smalls, employee at the
Coliseum Amoco Gas Station, stated
that sheobserved Elizabeth Grant
of 807 Beans Lane take six sticks of
Speedstick deodorantand put them
down the front of her pants. Ms.
Smalls stated that she told Ms.
Grant to give the items back, but
she refused and left the store.
Upon the arrival of police offic
ers, the woman fled down Walton
Way attempting to hide under a
parked van. Ms. Grant was taken
into custody and searched. A 22 oz.
bottle of Schlitz Malt Liquorand a

With all the good reasons to be
come an accredited law enforce
ment agency, why hasn’t Rich
mond County joined the interna
tionally accredited agencies? Ac
cording to Chief Deputy Ronnie
Strength of the Richmond County
Sheriff’s Department, one of the
requirements for accreditation is
to have a certain number of offic
ers per capita. “Richmond County
isn’t even close to having enough
officers per capita to meet the ac
creditation requirements,” hesaid.
“We may look at becoming accred
ited if we grow that large.” Cur
rently, the RCSD has 462 officers
on board after the consolidation of
the Augusta Police Department
and the Richmond County force.
However, according to Lemay,
thereis nosuch requirement. “We
do have different groups for agen
cies tobein according to theirsize,
but we don’t require any specific
number of officers or employees.
The number of officers per capita
is up to the local jurisdiction to
decide,” he said. “Some peoplejust
have misconceptions and I don’t
know where the ideas came from.”

officers per capita. As long as you

The accreditation process gen
erally takes from 24 - 36 months
and costs a minimal administra
tive fee (according to agency size),
with an option to pay in two in
stallments. Once an agency ap
plies for accreditation, it goes
through a self-assessment, which

assessment process shows us [the
agency] what we’re doing right
and most importantly what we’re
doing wrong and how to fix it.”
According to Whittle, “That
openness to the public is what
really scares police departments.”
“We may have to arrest people
as part of our job, but our depart
ment is here to serve the public

accreditation is an on-site assess
ment by a team of trained CALEA
assessors. They give an on-site
review of the agency and its com
pliance with all applicable stan
dards then submit a written re
port of their findings to CALEA
and to the agency. The fourth step
in the process is the Commission
review and decision. The agency
must attend a scheduled hearing
and Columbia County employees
realize that,” he said. “When all

real job is to serve the public, it
becomes easy to be open.”
According to Whittle, accredita
tion is tough to accomplish. “Gen
crally it takes three years to be
come accredited, and although we
did it in 16 months, it was really
tough,” he said. “It is my under
standing that when the old city

is accredited for three years. Ac
cording to Mitchell, the process is
very similar to that which hospi
tals and universities use to be
come accredited.

agencies choose to be accredited
creditation twice and failed. That
doesn’t say anything bad about
them, it simply shows just how
tough it is to do.”
“I ran into Pete Brody, the old
city manager, while we were going
through the assessment phase, and
since he was involved in the pro
cess when thecity tried it, he knew
how hard it was. He told me not to
be disappointed if we didn’t pass
the assessment the first time.”

organizations. “It gives directives
foreach person,” hesaid. “Of courseé,
it will not stop an agency or indi
vidual from doing something wrong,
but it gives a way for the wrongdag
ing to be dealt with if something
bad does happen.” '

law enforcement agencies. “I
would encourage any law enforce
ment agencies to become accred
ited. It gives a set of standards to
work from—like a blue print. And
anyone who picks up that blue
print can look and see what they're
supposed to do. It gives a good
driving force to the department
and its employees—especially
rookies who haven’t had the on
the-job training yet. It gives them
something to go by at first.”
