Brenda Pelaez was ap
pointed as the Augusta-Rich
mond County Equal Opportu
nity Director on June 2. On
June 13, she recommended a
three- day suspension for two
recreation department heads.

Offender spits on
police officer
On June 22, officers were
called to the 1600 block of Chest
nut Street. The victim claimed
that an offender struck her in
the head with his fist, knocked
her to the ground, drug her
across the roadway, and at
tempted to strike her with a
brick. Upon police arrival, the
offender threw his shirt in the
face ofthe deputy and fled on foot.
After a 500 yard foot chase, the
subject was caught. The offender
then stated that he was HIV posi
tive and began spitting in the
officer’s face. Investigation re
vealed victim and offender were
under the influence of alcohol.
Person steals from
department store
On June 30, a subject was seen
stealing two Tommy Hilfiger
shirts and one pair of Tommy
Hilfiger swim trunks. A witness
reported that the items were
placed in a Sears bag and the
subject left the store without pay
ing for them. The offender was
arrested and the stolen merchan
dise returned.
Person(s) tamper in
garden
J. Johnson of Byrd Street in
Augusta, reported that an un
known person(s) went in her
backyard and pulled up the sun
flowers in the garden. She also
stated the post that held the
tomato plants up was bent,
which damaged some of her
plants. The damage was esti
mated at SSO.

cation or record of drug test in
her personnel file on the teen
ager, which is required for em
ployment by the Augusta-Rich
mond County.
“When you are at the level
and in the position of [Beck
and Howard], you know the do’s
and don’ts,” said Pelaez re
sponding to criticism that a
three- day suspension may have
been harsh. “They knew that
what they did was wrong,”
added Pelaez. “A contracted
worker is not employed by Au
gusta-Richmond County,”
added Pelaez who said the
Minnick Park position was to
be filled by an official employee.
Administrator Randy Oliver
suspended Tom Beck who in
turn suspended his assistant,
Robert Howard, for one day
without pay for violating the
hiring orocedure.
“We understand now, even
though our intentions were
good, that there should have
been an employee at the
park,” said Beck in retrospect.
“It was difficult to hire some
one for that week,” added
Beck, “especially when the
hiring process takes about a
week with all the paperwork.”
Beck proposed that in the fu
ture it would be wise to have a
“pool” of temporary employ
ees in case of an emergency.
Robert Howard chose to com
ment on the matter at a later
date.

Commission moves
to equalize pay rates

AUGUSTA
After nearly two hours of heated
debate and countless rebuttals,
Augusta-Richmond County Com
missioners decided on Wednesday
togive employees hired before Janu
ary 1, 1996, a 1.5 percent across
the- board pay raise.
The raise is said to bring every
one up to the minimum pay in ac
cordance with their specific job, but
not everyone is eligible. “Employ
ees will be given a 1.5 percent pay
raise unless they are at the top of
their salary range in their posi
tion,” commissioner William
Kuhlke said.
In all, some employees will receive
uptoad.spercentincrease. Theother
two percent will be awarded on merit
by department heads.

ministrator Randy Oliver said, “We
felt that there should be a cut off
period at some point.”
Salary pay amongcity and county
employees became a major concern
after a study conducted by Buck
and Associates revealed many
former city employees were paid
less than former county employees
doing similar work. The disparity
surfaced when the city and county
merged governments in 1996.
Commissioners also decided to
eliminate car allowances.
“We had over 200 people who had
car allowances,” Mr. Kuhlke said.
“Employees who utilize their own
car for Augusta-Richmond County
business will be compensated $.315
per mile,” he said.
Commissioner Robert Zetterburg
said, “Giving an employee car al
lowances because a salary increase
could not be given is a lousy policy.”
The pay increase is effective the
second full pay period in July.
