Sealed Bids for the construction of the subject project will be
received by the Augusta-Richmond County, Georgia at Room
605 Municipal Building, 5630 Greene Street, Augusta, Georgia
30911 (mailing address, same as above) until 11:00 A.M.
FRIDAY, OCTOBER 16, 1998, and at said office opened and
read aloud. No late bids will be accepted. Bids sent by mail
shall be addressed to Augusta/Richmond County, Purchasing
Department and plainly marked “Bid for Park Construction &
Additions at “Savannah Place Park” Bid #9B-172.
A bid bond in the amount of 10% of the total bid must be a part
of the Contractor’s sealed bid and be presented at the desig
nated location of the bid opening before the calling of time.
Cash or certified checks in the amount of 10% of the bid amount
will be accepted. If bid security is not included with the
contractor’s sealed bid, that bid shall not be read and will be
returned to the bidder.
The successful bidder will be required to submit a performance
and payment bond in the amount of 100% of the contract
amount. The Surety on the bonds shall be a Surety Company
authorized to do business in Richmond County and shall be
subject to the approval of the County Attorney.
No FAX Bid will be accepted.
The bid will be for the construction which includes tree re
moval, demolition, grading, drainage, concrete work, base and
asphalt paving, stone screening, stabilizer surfaces, play equip
ment and safety surface, pre-fabricated picnic shelter, picnic
tables, grills, benches, trash receptacles, brick and stone work,
fencing, landscaping and irrigation. The CONTRACT DOCU

The Owner reserves the right to reject any or all bids and to
waive technicalities and informalities in bidding. Awards will
be made on the lowest base bid or adjusted lowest base bid
should the Owner accept any alternates. Alternates will be

No bid may be withdrawn for a period of 30 days after time has

All invoices which have been received, documented and ap
proved for payment by the proper County Official and/or
Agency will be paid within 20 days upon receipt by the
Accounting Department.
It is the wish of the Owner that minority businesses be given
the opportunity to bid on the various parts of the work. This
desire on the part of the Owner is not intended to restrict or
limit competitive bidding or to increase the cost of the work.
The Owner supports a healthy free market system that seeks
toinclude responsible businesses and provides ample opportu
nity for business growth and development.
Any objections to the specifications as set forth should be filed
in writing prior to bid opening.
The successful bidder must abide by the Davis-Bacon Act and
the Federal Labor Standard Provisions. The project will be
partly Federally funded according the lowest bid and subjectto
Section 3 of the HUD Act oof 1968, asamended, 12U.S.C. 1701 u
Section 3. The purpose of Section 3 is to insure that employ
ment and other economic opportunities generated by HUD
assisted projects covered by Section 3, shall, to the greatest
extent feasible, be directed to low- and very low-income per
sons, particularly persons who are recipients of HUD assis
tance for Housing within the project area, being the City of
Augusta.

the governor of Georgia. For over six ,
years they have done nothing at all. :
Now President Bill Clinton will soon
be leaving the White House because
his timeis almost up. The government
is actinglike they are doing something;
Bill Clinton had them cowered. I'd like to tell the people of
Georgia that the state has let them down as citizens. In
Columbia, S.C., a Black man was sexually harassed and
murdered the same way I was murdered and harassed. I'd
like to tell women not to give in to sexual harassment and
deaththreatsby television, radio and newspaper. The Ameri
can justice system must not be cowered by anyone. We must
be men and women for justice. President Bill Clinton has his
own graveyard for people like you and me. I have tried to do
business with President Bill Clinton for six years and he
always talks about women, sex, marriage and my paying
women money for sex, never about business. He acted like a
pimp for women, not like the president of the United States.
I’d like to tell the white lady that you are not being protected
also. Big Charlie Right called me slow for over three years and
I died not understanding why. Now I do understand why he
called me slow; I was slow and had bad eyesight as well. I
cannot take any money from Big Charlie Right. I am nobody
said President Bill Clinton and they will never take your
word. So I ask you, do you take my word or do you take the
word of the President? I am asking the white Masonic
Augusta Police to stop following me because I will never pay
them money and if you come on my property, there will be
trouble. The government is playing the public for a fool just
to protect Bill Clinton. The President should be charged with
holding public office for personal gain, murder, attempted
murder, robbing, sexual harassment, threatening the public,
pimping while holding public office, auto theft, along with 45
other charges. A civil suit must be filed against him by the
state and on behalf of the family. Also, we must not just talk,
we also must act. White and Black people have begged for
their lives and he gives them no mercy so he should not get
mercy. Forty-five counts against President Bill Clinton must
be filed by the state of Georgia and the FBI and others.
