FY 1999 - 2001 TRANSPORTATION IMPROVEMENT PROGRAM (TIP)
Two amendmentstothe FY 99 - 01 Transportation Improvement
Program (TIP) for the Augusta Regional Transportation Study
(ARTS) Area will be available for review and comment from
September 21 - October 9, 1998 during the hours of 8:30 A.M. to
5:00 P.M., Monday - Friday at the following locations: Augusta-
Richmond County Planning Commission, 525 Telfair Street,
Augusta, Georgia (706) 821-1796, .and Aiken County Planning
and Development, Suite 130, Kalmia Plaza, 1680 Richland Av
enue West, Aiken, South Carolina (803) 642-1520. The two
proposed amendments are for the addition of right-of-way money
(FY 99) for the following Projects: 1-520 and SR 56 Interchange
modifications and SR-4/Deans Bridge Road (addition of turn
bays). A copy of this amendment may be obtained by calling or

government tostop changing the words
in my newspaper ads. I havetried to be
fair and equal with the Black Masons
and the white Masons as well. Things
are not working out because if I cannot
tell you about what the white Masons are doing I will not tell
you what the Black Masons are doing also. It is not my job to
lie for President Bill Clinton and the white Masonsand tell the
truth about the Black Masons. I must tell the truth at all
times. I only report the news to Christian people asit happens.
I died not making it happen. I am asking the state of Georgia
and President Bill Clinton to stop murdering Christian people
and taking their property and businessesaway from us. Again,
I am asking the state to file a suit for the family that was
murdered and robbed and the making of a Hollywood movie.
I also need an attorney to help me with this case. Sometimes
I get threats from President Bill Clinton and the government
and that is all right because the law must be uphill. I must see
an indictment of President Bill Clinton and the FBI for
murder, sexual harassment, attempted murder, threats in
public, pimping while holding public office, robbing, auto
theft, along with 45 other charges. The President is not above
thelaw. In Augusta, Georgiaa Black mayor brokethelaw. The
FBI and the state put him in jail. Now Bill Clinton broke the
law more than that mayor. The FBI and the state of Georgia
does nothing at all and you still tell me that we are equal? You
do not have to like me. I only ask you to respect me. The Black
mayor said that he was sorry and the other victim said the
same thing. Alsothat did not do them any good soit should not
do Bill Clinton any good also. I thank the Augusta Focus for
being fair. lam also asking the government to keep their
money and women. God cares about you and sodo I.

INVITATION TO BID
The Housing Authority of The City of Augusta, Georgia will
receive bids in the Board Room of theJ. Madden Reid Administra
tion Building, 14256 Walton Way, Augusta, Georgia 30901 until
2:00 p.m., (local time) in Augusta, Georgia onSeptember 20, 1998,
Upgrades to the Elevator System at Hal Powell Apts,
GAO6POOIOO9, Augusta, Georgia. At the time and place noted
above, the bids will be publicly opened and read aloud.
Contract documents, including drawings and specifications, are
on file at the office of The Housing Authority of The City of
Augusta, Georgia, 14256 Walton Way. Bidding documents may be

The Contract, if awarded, will be on the basisof the lowest base bid
from a responsible bidder. No bid may be withdrawn for a period
of sixty (60) days after time has been called on date of bid opening.
Bids exceeding $40,000 must be accompanied by a bid bond or
cashier’s check, made payable to The Housing Authority of The
City of Augusta, Georgia, in an amount of not less than 5% of the
base bid.
If bid exceeds $40,000.00 the successful bidder will be required to
furnish and pay for both a Performance Bond and a Payment Bond
or bonds in an amount equal to 100% of the contract price along
with a Builder’s Risk Insurance Policy and other insurance
requirements in accordance with the General Conditions. The
successful bidder will be required to furnish and pay for Builder’s

dance with the General Conditions. The Housing Authority
reserves the right to accept or reject any bids and to waive any
technicalities and informalities in the bidding process.
Attention is called to the provisions for equal employment oppor
tunity and to the requirement that not less than minimum
salaries and wages as set forth in the specifications must be paid
on this project. The work to be performed under this contract is
subject to the requirements of Section 3 of the HUD Act of 1968,
as amended, 12 U.5.C.1701u (Section 3). The purpose of Section
3 is to insure that employment and other economic opportunities
generated by HUD assistance or HUD-assisted projects covered
by Section 3 shall, to the greatest extent feasible, be directed to
low- and very low-income persons, particularly persons who are
recipient of HUD assistance for Housing. The Housing Authority
of The City of Augusta, Georgia has established a goal ofawarding
20% of the dollar value of contracts to Minority Business Enter
prises. General contractors should contact the Georgia Depart
ment of Labor, Veteran Outreach Program at 601 Greene Street
for qualified veteran owned businesses.
