INVITATION TO BID

Sealed proposals from Contractors will be received for the NA
TIONAL HILLS ELEMENTARY SCHOOL P.E. BUILDING
PROJECT, Georgia project B-98-028-425 by the County Board of
Education of Richmond County at the address below until 3:00 p.m.
local time, Tuesday, July 6, 1999, at which time the bids will be
publicly opened and read. No extension of the bidding period will
be made.
A Pre-Bid Conference will be held Tuesday, June 22, 1999 at 3:00
p.-m. local time at the Conference Room of the Department of
Architectural Services, Richmond County Board of Education,
2025 Lumpkin Road, Augusta, Georgia 30906.

Bidding documents may be obtained at the Office of the Architect,
Sandeford & Webb Architects, Inc., 1262 Merry Street, Augusta,
Georgia. Applications for documents together with refundable
deposit of SIOO.OO per set should be filed promptly with the
Architect. Bidding material will be forwarded (shipping charges
collect) as soon as possible. The full amount of deposit for one set
will be refunded to each prime contractor who submits a bona fide
bid upon return of such set in good condition within 10 days after
date of opening bids. All other deposits will be refunded with
deductions approximating cost of reproduction of documents upon
return of same in good condition within 10 days after date of
opening bid.
Contract, if awarded, will be on a lump sum basis. No bid may be
withdrawn for a period of 35 days after time has been called on the
date of opening.
Bids must be accompanied by a bid bond in an amount not less than
5% of the base bid. Personal checks, certified checks, letters of
credit, etc., are not acceptable. The successful bidder will be
required to furnish performance and payment bondsin an amount
equal to 100% of the contract price.
The Owner reserves theright toreject any and all bids and towaive
technicalities and informalities. !

PROPOSED PLAN FOR
L&P BINGHAM PUMP OUTAGE PITS OPERABLE UNIT
The United States Department of Energy (DOE) will release a
Proposed Plan onJune 10, 1999, describing the proposed remedial
approach for the L&P Bingham Pump Outage Pits (BPOP) oper
able unit at the Savannah River Site (SRS). This document will be
available for public review and copying at the locations listed
below. The public comment period is scheduled for June 10, 1999,
to July 9, 1999. This document was submitted to meet the terms
of the Comprehensive Environmental Response, Compensation
and Liability Act (CERCLA) and the Resource Conservation and
Recovery Act, (RCRA); laws governing the investigation and
cleanup of waste units. DOE has worked with the United States
Environmental Protection Agency — Region IV (EPA) and the
South Carolina Department of Health and Environmental Control
(SCDHEC) to ensure the remedial approach is consistent with all
applicable environmental requirements.
DOE, EPA, and SCDHEC have reviewed the risks associated with
these units and have evaluated the cleanup alternatives. The
three agencies are recommending the following actions for the
L&P Bingham Pump Outage Pits Operable units:
(1) Institutional Controls — Access and Deed Restrictions/Notifica
tions
This remedy will provide adequate protection against human
health items of concern in subsurface soil and exposure to waste
left in place by prohibiting unauthorized excavation through
access controls and deed restrictions.
The L&P BPOPs are burial pits located in the L&P Reactor Areas
at the Savannah River Site (SRS) in west-central South Carolina
and are two of four BPOP operable units at SRS. The units have
similar waste streams, unit histories, and physical characteris
tics. The K-Area Bingham Pump Outage Pit, the lead unit,
received Record of Decision approval by the regulatory agenciesin
April 1998.
The L&P BPOPs are approximately 13 feet deep and contain waste
debris that was generated by major modifications to primary and
secondary reactor cooling systems in 1957 and 1958. The waste
consists of miscellaneous construction materials such as pipes,
cables, ladders, and concrete. No known pumps or liquid wastes
wereburied in any of the BPOPs. Following disposal of an average
depth of 9 feet of debris, the pits were returned to grade by
backfilling with 4 feet of cover soil. The primary source of
contamination at the units is the waste debris. Potential second
ary sources include surface, subsurface, and deep soils.
Comments on the Proposed Plan are requested by July 9, 1999.
Upon completion of the public comment period, a Responsiveness
Summary that addresses public comments will be prepared. The
Responsiveness Summary will be made available with the Record
of Decision and will be sent to each person who submits comments.
Copies of the Proposed Plan are available in the administrative
record, which also contains the Remedial Investigation/Feasibil
ity Study (RI/F'S) report for these units. The administrative record
is available in the information repositories listed below:
