Teachers who default
on student loans will
lose certification

Georgia teachers who fail to re
pay their state guaranteed stu
dent loans will have their teach
ing certificates suspended begin
ning July 1, according to a joint
announcement today by the Pro
fessional Standards Commission
and the Georgia Student Finance
Commission.
‘The police covers 179,000 Geor
gia educators, including 90,000
who are currently employed in
Georgia public schools.
Without a teaching certificate,
educators are prohibited from
teaching in all Georgia public
schools (pre-kindergarten through
12% grade) and in some private
schools.
In March, the Georgia Student
Finance Commission and Geor
gia Secretary of State Cathy Cox
announced a similar policy affect
ing 350,000 Georgians who hold
occupational or professional li
censes, such as physicians, phar
macists, cosmetologists, real es
tate brokers and nurses.

teachers at the request of the Geor
gia Student Finance Commission’s
board of directors to the Profes
sional Standards Commission

“Including this in our code of
ethics is part of the Commission’s
goal to encourage educators to
uphold the law and to encourage
conduct generally accepted by the
education profession,” said Vicky
Brantlcy, director of the PSC’s
professional practices section.
Established by the General As
semblyin 1991, the PSC has been
charged with adopting standards
of professional performance and a
code of professional ethics for edu
cators. The Commission also in
vestigates and disciplines educa
tors who violate the law or code of
ethics. The new policy affects
teachers with student loans guar
anteed by the Georgia Student
Finance Commission’s Georgia
Higher Education Assistance Cor
poration (GHEAC). GHEAC guar
anteed 75,000 loans by 42,000
borrowers last year. These loans
are valued at $222.5 million.
Teachers who are behind 60
days or more in repaying their
state guaranteed student loans
will receive certified letters from
GHEAC. They will have 30 days
to begin repayment. After that
period, the PSC will be notified by

diseases. Primary prevention
seeks to prevent HIV infection
from ever occuring, while second
ary prevention focuses on limit
ing HIV transmission from people
already infected. :

duct six regional technical assis
tance workshops for applicants

evaluation, training and project
management.

In addition, the PSC will notify
teacherregulatory agenciesin the
other 49 states that the teacher’s
certificate has been suspended.
Most states, including Georgia,
will not certify a teacher whose
certificate has been revoked or
suspended by another state.

finance their education to pay it
back.”

ship between GHEAC, the Pro
fessional Standards Commission
and the Secretary of State is a

ernment resources.”
The Georgia Student Finance
Ceommission administer’s
Georgia’s HOPE Scholarship Pro
gram, plus other loan, grant and
scholarship programs. Last year,
the Commission helped more than
231,000 Georgia students attend
‘public and private colleges, uni
versities and technical institutes.
“Each applicant is required to
.attend at least one workshop and
submit a letter acknowledging
their intent to apply for funding,”
said Mark V. Schrader, STD/HIV
director in DHR’s Division of pub
lic health. :
