New health department awaits
funding for furnishings

AUGUSTA
According to city administra
tor Randy Oliver, construction
of the building to house the new
Richmond County Health De
partment may be finished ear
lier than expected.
However, once completed, the
structure may end up being a
hollowed hall.
According to Mr. Oliver, the
city allocated $7 million of the
last special sales tax increase to
purchase the land and finance
construction ofthe building. The
$700,000 needed to furnish the
building was to be supplied by
the state.

John Nolan reported Tuesday
that the state has not yet dis
bursed the funds. However, Mr.
Nolan stated that requests have
been made to state legislators
and that heis hopeful the matter
will be resolved well in advance
of the building’s opening.
According to Mr. Oliver, the
building should be ready to open
in January 2000.
However, Mr. Nolan was hesi
tant to share Mr. Oliver’s enthu
siasm.
“So far, we are on budget with
construction butit’s still too early
to tell when the building will be
able toopen. There maybe some
change orders and there’s a lot of
work still to be done on the inte
rior,” Mr. Nolan said.

to search vehicles

AUGUSTA
This week, Richmond County
school superintendent Charles
Larke was slated to introduce a
proposal asking board members
to consider expanding school
searchestoincludevehicles parked
in school lots.
Preliminaries of the plan pro
posethat students and parentsbe
required to sign an agreement
allowingcars pointed out by drug
dogs to be searched in order to
obtain a parking permit. The
searches would not be randomly
conducted. Only those cars the
dogs indicate may contain gun
powder, explosives or drugs will
be searched, and in the presence
of the student.
Inthe past students simply paid
the designated fee to obtain the
permits; under the proposal, how
ever, no permits will be issued

“Anything we can do to help
protect our students, I am in fa
vor of it,” Mr. Echols said.
Captain Dan Parson of the Rich
mond County Public Safety stated
that signs are posted in parking
lots at each school in Richmond
County, stating that vehicles are
subject to searches. However, he
is in favor of the policy and said

that anything to help keep drugs
off school property is a good idea.
~According to Mr. Echols, even
though schools already have the
authority to search vehicles on its
property, that policy has never
really been enforced.
School board president Mary
'Oglesby shared sentiments simi
lar to Mr. Echols.
While aware that the school has
the right to search vehicles, she
feels that debate may arise over
the legality of such a move.
According to Ms. Oglesby, drug
dogs are used to initiate vehicle
searches on school premises in
other states as well as in other
counties in Georgia.
Aware that this will not guaran
tee the students’ safety, Ms.
Oglesby said that she goes along
with the idea.
