without the community?
How can you develop a plan for
community development without
involving the community?
This question should have been
posed to Mayor Bob Young and the
group who met Tuesday, March
21, 2000. Three plans were un
veiled to renovate Laney-Walker
Boulevard but only a handful of
rpsidents was involved in the re
view of the plans. Do we blame the
residents for not showing up or do
we blame the city fathers for hav
ing a meeting, designing a plan
and not doing their job to effec
tively enlist the participation of the
people? When ball teams lose, the
coach is blamed, when a church is
empty, the preacher is blamed;
when children go wrong, parents
are blamed. Well, where does the
blame lie in this situation?

like to live in the ‘hood? When you
go to the doctor, he or she asks you
how you are doing and what is
wrong before prescribing a treat

that you are an integral part to the
diagnosis and healing process. If
doctors know this and practice it,
what is wrong with our city lead
ers? You can't heal the pains of the
inner city if you don't ensure the
involvement of residents in the di
agnosis and outlining of solutions
Residents of inner city commu
nities have experiential capital
They know what they are dealing
with, and they understand the
problem. Arrogant leaders tend to
ignore the experiential and intel
lectual capital that people who live
in the inner city bring to the reso
lution of social problems. Because
a person 1s poor doesn't mean,
they're dumb. Leaders who do
things for people rather than doing
things with people are operating
from an elitist mentality that says,
“I know what you people need.” No,

you don't know if you don't ask.
And you can't ask if you have meet
ings to ‘develop’ the black commu
nity but you nevertalk to residents
of the community. You can't have
black folk’s best interest in mind
when you aren't interested in lis
tening to what is on the minds of
black folk. These hired guns who
come into our communities and
plan for our future but don't in
clude us are no more than thieves
who have come t kill, steal, and
destroy. They don't have our best
interest at heart. They are serving
their own interest.
When you don't include the com
munity in community develop
ment, and then develop a plan that
doesn't liberate the people, who do
you blame? You guessed it, they
turn around and blame the people.
Who is behind this subversive plot
to undermine the future of the Af
rican-American community? It
sure ain't black folk! Does this
smell like a conspiracy?

clerkships — are a gateway for
Jobs as law professors. The fact
that few African Americans serve
as Supreme Court clerks thus
serves to perpetuate the racial
and ethnic homogeneity of the
legal academy.
The common explanation for the
lack of African American clerks
Is, of course, that there aren't
enough qualified applicants. To
get a Supreme Court clerkship,
one must first have a clerkship,
usually on the federal court of
appeals — itself a highly competi
tive process. Among this already
small group, justices choose those
clerksthathave top grades from a
fairly narrow band of schools.
African Americans, the argument
goes, are not in the pipeline for
such clerkships because of under
representation at every stage of
the education process, culminat
ingin very few top graduates from
top law schools. As always, the
lack of qualified applicants expla
nation, is, to say the least, inad
equate.

ize public education or the stan
dards by which clerks are selected

to integrate the clerkship pool
For one, the exclusive nature of
the application process leaves out
even those women and people of
color who do well at elite institu
tions. As anexample: some judges
rely heavily on recommendations
from high-profile professors or
from former clerks (who are al
most always white), and often lack
mechanisms for seeking out other
talented applicants. 1 half
stumbled into this place where
prestigious clerkships are handed
out on the advice of a(white) frend
who seemed, mysteriously, to
know how it all worked. A daugh
ter of a high-profile lawyer her
self, she helped bring me to the
attention of an influential law pro
fessor, with whom I then worked.
This professor provided me with a
recommendation that was key to

For my part, ], like other former
African-American clerks, spend
hours helping students of color
navigate these networks to gain
desired clerkships. In that pro
cess, we create new networks that
will, slowly, begin to supplant the
old. Change the world it does not;
but through this we hope, African
Americans can participate in an
institution with tremendous
power to shape all our fates
