Novemberß,l9B9, Jerome Metcalf
came up with the idea for a televi
sion series set in an inner city Los
Angeles County hospital staffed
by minority medical profession
als, primarily black, that is over
burdened, underfunded, under
staffed, under siege and faeing
accreditation problems. Metcalf
and his wife then wrote an origi
nal treatment and two scripts be
tween late 1989 and 1992, which
were submitted to Steven Bochco
and CBS, both of whom passed on

the project. Thus, after viewing
the pilot episode of City of Angels,
the plaintiffs were “shocked and
devastated”tosee that their works,
dramatic expressions, literary
expressions, ideas, treatment,
scripts and property had been sto

The Metcalfs were further in

Steven Bochco and Leslie
Moonves, president of CBS Enter

In front of invited guests, in

Bochco as the creator of the first

used the series to distance this

hypocrisy!” stated Jerome Metcalf.
“They’ve curried the favor of the
black community and solicited
support from the NAACP.
They’ve accepted praise and ac
colades from the press and Afri
can-American viewers for their
daring and genius. City of Angels
has been called ‘landmark’ and
‘historic’ because of its predomi
nantlyblack cast, and the truth s,
they’'ve knowingly ripped it off
from a black man.”
