after President George Bush’s
address before Congress:
“The full cost of the Septem

have unified America behind
the President in our resolve
to bring them to justice using
the full and considerable might

“The country and the Con

President and that was dem

But it is important toremem

“We must absolutely heed
the words of the President
that, while the terrorists set
the time for their cowardly
attack, America will choose
the most appropriate time and
means of our response. And I
would stress that, while the
focus has been on when the
military action would start,
important parts of our waron
terrorism are v-ell underway.
Secretary of State Powell and
our diplomatic forces have
done a superb job in rallying
ourfriendsandallies,in NATO
and the Organization of Ameri
can States for example, as
well as most of the Islamic
and Arab world and indeed
almost all of the great com
munity of Nations. They are
all increasingly recognizing
that the fight against terror
ismis their fight as well. And
inmany ways, this diplomatic
‘offensive’ against the terror
ists offers perhaps the best
way in the long run of isolat
ing the terrorists and their
collaborators and preventing
future terrorist acts.”
