appointment only during regular business hours at the
office of Public Works, 1815 Marvin Griffin Road, Augusta,

It is the wish of the Owner that minority businesses are
given the opportunity to bid on the various parts of the
work. This desire on the part of the Owner is not intended
to restrict or limit competitive bidding or to increase the
cost of the work. The Owner supports a healthy free market

provide ample opportunity for business growth and devel

No Bid may be withdrawn for a period of 60 days after time
has been called on the date of opening. A 10% bid bond is

concerned citizen. | have asked Judge
Overstreet and the State of Georgia a
question in the court transcript, now |
want to ask you the same question. |
have never stolen [from] or murdered or
raped your white race, so why did the
Masonic and the Mason steal, murder,
lie on me and my family and put me in
prison without a fair court trial. President
Bush had the nght to take his case to
court and then he became President of
the United States. Now President Bush
has denied me my constitutional right to
getmy courttranscript andtake my case
to court. | have waited over eight years
to take the State of Georgia and the
Augusta FBI to court. | have been ha
rassed on my job by President Bushand
the FBI; the Masonic and the Mason will
not stop my court case. Threats and
intimidation will not discourage me. In
the State of Georgia suicide is outra
geous. Torture and making people men
tally ill and putting people in prison with
out a fair court trial is also still outra
geous! Judge Overstreet is a Masonic
judge and President Bush is a Masonic

[When] | see the flag of the United States

fied police reports and court transcripts -
they all should be fired. The City of
Augusta has still refused to tum over the
court transcript to me and my attorney.

The Housing Authority of The City of Augusta, Georgia
will receive bids in the Board Room of the J. Madden Reid
Administration Building, 1425 Walton Way, Augusta, Geor
gia 30901 until 2:00 p.m., (local time) in Augusta, Georgia
on November 15,2001, for Repairs to Fire Damaged Apart
ments 581-587 Fairhope Street, Underwood Homes
GAOO6POOIOII, Augusta, Georgia. At the time and place
noted above, the bids will be publicly opened and read
aloud.
Contract documents, including drawings and specifica
tions, are on file at the office of The Housing Authority of
The City of Augusta, Georgia, 1425 Walton Way. Bidding
documents may be obtained at the office of the Moderniza
tion Department, The Housing Authority of The City of

Bidders are requested to inspect the property as well as
operations and conditions that may be affected. Arrange
ments shall be made for inspecting the site by contacting

The Contract, if awarded, will be on the basis of the lowest
base bid from a responsible bidder. No bidder may be
withdrawn for a period of sixty (60) days after time hasbeen
called on date of bid opening. Bids exceeding $40,000 must
be accompanied by a bid bond or cashier’s check, made
payable to The Housing Authority of The City of Augusta,
Georgia, in an amount of not less than five percent of the
base bid.
Ifbid exceeds $40,000 the successful bidder will be required
to furnish and pay for both a Performance Bond and a
Payment Bond or bonds in an amount equal to 100 percent
of the contract price along with a Builder’s Risk Insurance
Policy and other insurance requirements in accordance
with the General Conditions. The successful bidder will be
required to furnish and pay for Builder’s Risk Insurance

with the General Conditions. The Housing Authority re
serves theright to accept or reject any bids and to waive any
technicalities and informalities in the bidding process.
Attention is called to the provisions for equal employment
opportunity and to the requirement that not less than
minimum salaries and wages as set forth in the specifica
tions must be paid on this project. The work to be per
formed under this contract is subject to the requirements
of Section 3 of the HUD Act of 1968, as amende, 12
U.5.C.1701u (Section 3). The purpose of Section 3 is to
insure that employment and other economic opportunities
generated by HUD assistance or HUD-assisted projects
covered by Section 3, shall, to the greatest extent feasible,
be directed to low and very low-income persons, particu
larly persons who are recipient of HUD assistance for
Housing. The Housing Authority of The City of Augusta,
Georgiahasestablished a goal of awarding 20 percent of the
dollar value of contracts to Minority Business Enterprises.
