Unlocking HOPE for students

At Butler High School on
the evening of Jan 29, Calvin
King, of the Georgia Student
Finance Commission section
of the State Department of
Education, simplified the task
of applying for financial aid to
achorusroom full of students
and anxious-looking parents.
He was full of all sorts of
useful tidbits and tricks, like
taking the information from
your last pay stub of December
if your W 2 doesn’t arrive in
time. Families with students
applyingfor the 2002-03 school
year will have to provide tax
information from the year
2001.
In addition to walking par
ents through the application
itself, King outlined the big
picture.
For instance, he said, there
are three basic places that a
student in Georgia can golook
ing for money: the U.S. De
partment of Education for fed
eral programs, the college of
choice, and the Georgia Stu
dent Finance Commission,
whichis the entity responsible
for dispensing the HOPE schol
arship.
Thereare four requirements
to receive the HOPE scholar
ship, he said. The first is aca
demic. “Those who will be eli
gible for the HOPE scholar

college prep students need te
have a 3.0 grade point aver
age, and career/technical stu
dents should have a 3.2 grade
point average.
“Thenextrequirement,” he
said, “is the citizenship
requirement....ln addition to
meetingthe academicrequire
ment and citizenship require
ment,” he said, “you must be
considered a resident of Geor
gia. At the time the student
completes high school, the par
ents should have lived in the
state of Georgia for one year.”

away as out of the country, yet
considered Georgiaresidents.
The final requirement for
eligibility for the HOPE schol
arship, he said, is that the
student enroll in a school in
the state of Georgia. “If you
want to go to school out of
state,” he joked, “there’s no
hope.”
Here is what HOPE pro
vides.

lic college, King said, HOPE
will pay for tuition and man
datory fees, plus providea $l5O
book stipend. Public college
students do not have to be
enrolled full-time, he explained,
but private college students
do. However, those in private
colleges get several thousand
dollars per academic year.
He said that whether the
student is applying for the
HOPE scholarship, college
work-study or even the Fed
eral Pell Grant, it should all be
done on the FAFSA. “Apply
ing for the HOPE scholarship,
applying for college work
study, applying for the Fed
eral Pell Grant: How should it
happen? It should happen by
simply you submitting this
document,” he said, holding

your student may be applying
for several awards and apply
ing to several colleges, even
colleges around the country,
you should submit only one
form and this is the actual
form that should be submit
ted.”
The thing he emphasized
most was timing and meticu
lous care.
The time to apply for admis
sion, he said, is during the fall
of the student’s senior year of
high school. He said that,
though a student does have to
beaccepted at aninstitutionin
order to be awarded financial
aid, it isn’t necessary to wait
for acceptance beforeapplying
for financial aid. He said the
FAFSA should be completed
as soon as possible following
Jan. 1.
After about 4-6 weeks after
that, he said, the student will
receive a Student Aid Report,
which should be opened imme
diately. Duplicate copies can
be obtained by calling 1-800-
4FEDAID.

He warned applicants not
to make mistakes that would
get theirapplication pulled from
the stack. Even mistakes that
can be sorted out, like a mis
matched Social Security num
ber, can cost a student money.
Some financial aid is handled
on a first-come, first-served
basis, he said.
“Please get the Social Secu
rity numbers in synch,” he
said.
Such mistakes can cause a
student to miss out on cam
pus-based programs like col
lege work-study and the
Perkins loan, King said.
He told students and par
ents to be sure to exploit all
information sources: the
Internet, school counselors’
offices, and colleges’ Georgia
Career Information System
(GCIS) resources found in the
media center or counselor’s’s
office.
