Charter schools can be
partners in education process
ATLANTA
- The Georgia Association
of Educators (GAE) supports
public charter schools as an
opportunity for communities
to work in partnership with
teachers to create schools
that fit specific community
needs. GAE president Ralph
Noble, a Whitfield County
fifth grade teacher, said,
“Clearly, a balance must be
found between local school
board control and a
community’s need to pro
vide innovative public edu
cation. Reasonable funding
is vital to the success of the
charter school movement.
Surely adults, all of whom
care about children, can
come up with a formula to
provide the needed level of
funding without jeopardiz
ing funding to the other
schools in the local system.
The whole point of the char
ter school movement is to
empower communities and
teachers. Without adequate
funding there is no empow
erment.” HBI2OO, intro
duced for Governor Roy
Barnes, addresses the fund
ing and petition problems
that are of concert to GAE.
GAE has been signifi
cantly involved in helping
to define the charter school
movement beginning with
the “1993 Charter School
Act” and many of its subse
quentiterations. Ithasbeen
the association’s perspective
that certain essential com
ponents of charter schools
be consistent with our demo
cratic values. They should
be provided reasonable
funding via local, state and
federal taxes; they should
have open admission of stu
dents and not permit enroll
ment discrimination; they
should be tuition free public
schools within a district or
schools within a public
school; there should be a
continuation of applicable
laws governing employee
salaries and benefits; they
should be staffed with li
censed practitioners; they
should require parental in
volvement; and they should
waive administrative rules
deemed to be obstacles to
the curriculum design.
