policy in his Jefferson Day address.;

De Gaulle declared his country
would stand beside the United
States against any new tyranny.
It is a fact,” he said, “that this
young nation (the United States)

Now of course De Gaulle may not
have been responding to President
Truman’s Washington address. How
ever, there’s no mistaking
Frenchman’s pledge to stand with
America against any new tyranny.
There Is nothing equivocal about
that statement, and he has had
plenty of time to absorb the world
rocking Washington policy regard
ing aggressive communism.
De Gaulle has no official position
now. He created a "sensation and
threw France into political con
fusion when he resigned the presi
dency on January 20, 1946, because
the communists and other leftists
defeated his plan for a constitution
which would provide for a strong
executive. The opposition wanted a
weak president and a strong as
sembly.
Since then De Gaulle has, Achil
les-like, clung pretty close to his
tent. However, the signs are that
he once more is ready to give bat
tle. If this is so, it will be a bitter
in which communism is
bound to become the main issue. If
should go communistic it
would give Moscow one of the most
formidable bases on the European
continent—in the world, for that
matter.

to his promise when he was elect
ed mayor of Harlingen. He asked
that his salary be reduced from
$2,400 to $1 a year. The city com
missioners compromised on $600 a
year, the pay of a commissioner.

Why it takes 6% to make the grade..
Impartial research polls show that., on
the average, people think we make
15 %■ They also think a fair return
would be 10%.
What We Make
But for the year 1946, with the biggest
peace-time traffic in history, the rail
roads earned only . . . 2% %. This is
less than one-half the comparable earn
ings for other industries.
The reasons for this low return are
not hard to find. Since 1939 railroad
wages have increased 52 H /w% and the
prices of fuel, materials and supplies
have gone up 61 R /m%. •
But freight rates have just recently
been increased an average of only
1 7*110 %—a year after the effective date
of the last big wage increase.

It is estimated that the return for 1947,
even with the recent .freight rate in
crease, will be only about half the 6%
minimum return required to provide
the improvements and service needed.

railroads; and because of a decline in
passenger business.
