ELLUAY, Ga. (UPI)— A kid
naper, described as “unstable
and armed," was still at large
early Thursday morning after
leaving a Massachusetts serv
ice station attendant for dead
near this north Georgia town.

Federal, state and local of
ficers are combing the North
Georgia mountains for 22-year
old Frank Maskell, who has
been reported traveling with an
18-year-old girl with a thick
German accent
Maskell abandoned the car
in which he had abducted
Quincy, Mass, service station
attendant Chester James Aus
tin, 31, and carried him on a
five-day, 1,000 mile trek down
the Eastern seaboard in the
trunk.
Austin said he would have
frozen to death if he had not
been wearing thermal under
wear and heavy clothing.
He was confined Wednesday
at Watkins Memorial Hospital
suffering from frostbite, shock
and a bullet wound in the head.
Austin suffered the wound when
his abductor flung open the
trunk and fired point-blank at
him with a .22 caliber pistol.
The bullet grazed his head, and
the kidnaper shut the trunk, ap
parently believing he had fatal
ly wounded his victim.
Sheriff Robert Worley said
Maskell then abandoned the car
and borrowed a car from an
Army friend in Ellijay, Henry
Charles, on the pretext of driv
ing a girlfriend to the North
Carolina line.
Austin kicked out the back
seat of the abandoned car and
walked for help.
The FBI describes Maskell as
“very dangerous, apparently un
stable "“d armed.” Law enforce
ment officers throughout the
Southeast have been told to be
on' the lookout for him.
STORK CLUB TO GO
NEW YORK (UPI) The old
Stork Club, a playground for
cafe society, when there was a

to make way for another kind
of playground, a vest pocket
park.

nounced Tuesday he bought the
property between 5th and
Madison Avenues on 53rd Street
to build a park in honor of his
father, the late Samuel Paley,
founder of the Congress Cigar

Great Blizzard of (66) caused
many hardships in the capital
area, but by far the heaviest
load fell on government work
ers.

small number of federal
employes who beat their way
through snowdrifts and freezing
temperatures to reach their
offices Monday morning.
I am referring to the large
number of civil servants who

They were victims of the
g o v e mment’s announcement
Sunday evening that only
essential employes needed to
report for duty the next day.
Mistake Repeated
In taking this emergency
measure, the government
avoided the mistake made
during the recent New York
bus and subway strike.
On that occasion, non
essential workers were urged to
stay home but nobody said
which were non-essential.
As a result the streets were
jammed with commuters. After
objective, unbiased self apprai
sal, they came to the conclu
sion they were essential.
The federal government pre
sented a repetition of that
situation here by announcing
that employes whose services
were essential would be so
notified by their superiors.
“Don’t call us, we’ll call
you.” It said.
This policy paid off in terms
of keeping traffic to a
minimum but it caused much
suffering and anguish.
Would you believe that 5,000
bureaucrats stayed awake all
night waiting to see if their
jobs were regarded as essen
tial? Well, then, would you
believe that five bureaucrats
stayed awake all night waiting

On Sunday night I gave a
little neighborhood party to
break the tedium of the
snowbound weekend. The first
neighbor I invited was Charlie,
who works for the Census
Bureau.
"I can’t come,” he said. “I’m
expecting an important phone
call.”
The next morning I saw
Charlie was still at home.
“You’re lucky you don’t have
to go to work,” I said.
“There must be something
wrong with my telephone,” he
said. “Apparently some of the
calls aren’t coming through.
I think it was cruel of the
government to give non
essential employes the day off.
A stiff upper lip can be even
more painful than a lip that is
frozen stiff.
ALL FLIGHTS GROUNDED
MONAHANS, Tex. (UPI) —
The high winds that brought
dust storms to much of west
Texas Monday were so bad that
some birds had to walk.

KVKM, said a flight of pigeons
was sighted being blown
backwards in the air by 55-mile
an hour winds.
Leslie said the pigeons
dropped down and continued on
foot.
