Bond Argues
Case Before
Supreme Court
WASHINGTON (UPI)—Negro
Julian Bond, denied his seat in
the Georgia legislature after
making militant statements on
U. S. foreign policy, told the
Supreme Court Wednesday his
position “pales before expres
sions on the same subject by
some of the most distinguished
public figures.”
Bond, whose exclusion from
the Georgia House of Represen
tatives was upheld by a federal
court on Feb. 14, has appealed
his ouster to the high court.
He argued that his exclusion
from the House Jan. 10 im
paired his right of free speech,
disenfranchised his constituents
and punished him in an uncon
stitutional manner.
The 26-year-old Negro was
barred from his seat after tell
ing newsmen he supported a
statement by the Student Non
Violent Coordinating Committee
(SNCC) that blasted U. S. pol
icy in Viet Nam and urged de
fiance of the military draft.
Bond also said he admired the
courage of those who burned
their draft cards, although he
said he would not burn his own.
Bond asked the Supreme
Court to extend its term for
hearing arguments so that his
case could come up by the week
of May 2. Arguments for this
are now scheduled to end the
previous week.
He said both state and federal
elections will be held in Georgia
this fall "in which candidates
should not be threatened with
disqualification either for ex
pressing their views as a device
for evading federal court de
cisions and the voting rights
act of 1965.”

DO-IT-YOURSELF DENTISTRY—Since an aching tooth
will be just as painful in outer space as on terra firma,
Air Force Lt. Col. Jack Hartley decided something
should be done to help future astronauts who may be
faced with the problem several hundred miles straight
up from any dentist. He developed this kit, weighing
one and a quarter pounds, containing tools for emergency
care by the suffering astronaut himself or a companion.
Richardson
Warns Against
Revamp Fight
SAVANNAH, Ga. (UPI)—State
Sen. Willis J. Richardson of
Savannah has warned that if
Georgia fights any move to re
apportion the legislature, it will
face “another one year legisla
ture term” and “utter legisla
tive chaos” in 1967.
Richardson urged Atty. Gen.
Arthur Bolton Wednesday to
“make only a token appear
ance” in federal court Monday
when the move to reapportion
the General Assembly along
population lines comes up be
fore the Court.
The Chatham County lawmak
er predicted the court will order
a special session on reapportion
ment and that if Georgia ap
peals the case to the U. S. Su
preme Court, “it will only put
off a final decision for several
months after elections are com
pleted...”
He said such a fight by the
state would only mean going
through the reapportioning pro
cess during the legislative ses
sion next year, resulting in an
other one-year term for assem
bly members.
He added that if only a token
appearance by the state is made
in court Monday, the Judges can
act on the issue speedily and
a special session could be held
well in advance of primaries
and elections.

Governor May Act
Long County Eyed
As ‘Speed Trap*
ATLANTA (UPI) — A report
that a motorist was held in
communicado for two days in
the Long County Jail sparked
a threat by Gov. Carl Sanders
Wednesday that he may forbid
officers in the county to make
traffic arrests.
Several years ago a rash of
complaints about speed traps in
Long County resulted in a three
man speed trap board ordering
county officers to refrain from
making traffic arrests for six
months.
Public Safety Director Col.
Lowell Conner has said he may
ask Sanders to reconvene the
speed trap board.
The threat by Sanders came
after he was told by state Rep.
Wallstein Parker of Sylvania
that a constituent was held two
days incommunicado in the
Long County Jail after he was
unable to pay a $140 fine.
The motorist, 60 - year - old
Ernest Mock, said he was first
charged with driving under the
influence but when he was un-
j,
able to raise the $140 fine mo
ney the charge was reduced to
driving on the wrong side of
the road in a staggering condi
tion, Parker said.
Parker said Mock did not
drink.
Parker said Mock was ar
rested Thursday Mar'-H 3 and
was not allowed to make a call
until Saturday.
When Mock told officers he >,
had only $48 and was unable to
raise any more, Parker said,
the fine was then set at $45.
“This thing really got me,”
Parker said. “They couldn’t get
a case against him so they just
got everything out of him they
could.”
