Postal Savings
Certificates
Withdrawal
Postmaster John Hammond
today urged depositors with pos
tal savings certificates to with
draw their accounts from Post
Offices as soon as possible or as
soon as the anniversary dates on
their certificates are reached.
The postal Savings System was
abolished March 27, 1966, with
the signing of Public Law 89-377
by President Lyndon B. Johnson.
Postmaster Hammond pointed
out that as of April 28, 1966, no
deposits can be accepted and no
new accounts can be opened. He
said that interest will end on
the anniversary date of each
certificate.
Hie postmaster said that for
convenience all certificates held
by a depositor may be cashed
at the same time and interest
will be paid for each full month
they have been outstanding be
yond three months from the In
terest date.
The Postal Savings System
was established January 1, 1011,
to get money out of biding and
to attract savings of a large
number of immigrants who
were accustomed to saving at
Post Offices in their own coun
try; also, it served as a safe de
pository for people who had lost
confidence in private banks. To
day, however, with the growth
of banking facilities paying much
hgiher interest rates than the
two percent interest per annum
paid on Postal Savings, the Sys
tem has out-lived Its usefulness
for the American people.
The postmaster noted that as
of June 30, 1966, there were 997,
029 depositors holding certifica
tes in 3,130 post offices through
out the nation. The number of
depositors has been declining
he said, at a rate of about 6,500
per month.
The postmaster said that un
paid deposits remaining in the
Post Office beyond June 30,1967,
would be transferred to the Trea
sury Department in a trust fund
and would be available for pay
ment without time limitation
whenever proper claims are re
ceived.
