A Happy Occasion

Ambassador Tap Bennett will return to his hometown
tomorrow. It will be a happy occasion for Griffin and
Spalding County as well as for him.
The quiet town in which he grew up has become a city,
and the red-headed little boy has become a highly success
ful diplomat There have been others changes, too. But
love of the Bennett family for Griffin and Spalding
County, and the love of Griffin and Spalding for the
Bennetts has not changed. of the Gnffin Daily

Why Not More
Local Mergers?

Almost every time people talk about local govern
ment these days, someone asks the question: Why hasn t
there been more consolidation of city and county ter
vices ? sensitive subject.
It is a good question. It is also a

they begin to wonder if consolidation might cost them
their jobs or if they might he dropped a notch or two
on the totem pole of authority.” local
In other words when the merger of government
functions is suggested, the thoughts of many officials
turn to self-preservation. taxpayer? He ... is told . and ,
But what about the agam
again that consolidation of services would result both in
greater efficiency and a considerable savings.
He also is aware that under our form of government,
public offices are supposed to be operated for the benefit
of the people. With costs rising in government as else
where it seems shameful to continue over-lapping and in
efficient operations in local government.
Without question consolidation of several services
should he affected in Waycross and Ware County. Among
these are fire and police protection and eventually gar
bage collection, water and sewer, etc.
We are not suggesting that there be total consolidation
of city and county functions now or at any time in the
forseeable future.
But it is time moves were made towards merging the those
services which are too costly and which under present
duplicating setup are often not effective.
In these changing times, the taxpayer has a right to
demand an end to horse-and-buggy governmental prac
tices. Let us look towards greater economy and efficiency
at the local level.

War Justifiable
1 have a question that has al
ways bothered me. Is war ever
Justifiable? I have come to the
conclusion that it never is. What

Aggressive war is never justi
fiable, but there are many hints
in the Bible that Justify a nation
in protecting itself against at
tack. Jesus himself said, “When
a strong man keepeth (guarde
th) his palace, his goods are in
peace.” True, He said, ‘‘Put up
thy sword. . . for all they that
take the sword shall perish with
the sword.” Since the drawer of
the sword would be the aggres
sor, He is condemning aggress
ion. On another occasion the dis
ciples said, “Behold, hero are
two swords. And he said unto
them, It Is enough.” (Luke 22:
38).
The other day I read about a
maniac who had killed three
people, and as he ran after an
other, he cried, “Stop me, some
one stop me.” Now, the question
arises: would it be right or wr
ong to stop a murdering maniac
under these circumstances? I be
lleve that it would he right to
stop him. And blieving that, I
must go on to believe that it is
right to defend the innocent and
helpless when they are attach
ed — motivated by compassion
and not hate.
This is a subject that could be
discussed at great length. It is
very complicated and there are
no easy answers.
