Commentary
Apathy Problem
For Somoza

After 31 years of reasonably
benevolent rule, the Nicaraguan
dynasty of the Somoza family
felt it could relax a little toward
the opposition.
And so, on Jan. 2, some
30,000 followers of the volatile
opposition presidential candi
date Fernando Aguero gathered
in Managua’s Republic Square
to hear Aguero denounce the
Somozas for stuffing the ballot
boxes in advance to elect a
third member of the dynasty,
Anastasio (Tachito) Somoza, to
oflice. But if the Somozas
regarded the 1.6 million Nicara
guans with benevolent paterna
lism, the opposition did not have
the same attitude toward the
Somozas.
And when the rally, which
started out peacefully enough,
was over, more than 40—and
possibly many more Nicaraguan
civilians and government troo
pers lay dead.
Aguero admitted he had
planned a coup against the
government, and disappeared,
later to reappear at his home to
remain free while many of his

followers stayed in jail.
In Perennial Opposition
Aguero, an eye specialist
turned-politician, is in perenial
opposition. He boycotted the
last elections.
Aligned with him has been
Pedro Joaquin Chamorra, pub
lisher of the Managua daily
newspaper La Prensa, and
implacable foe of the Somozas.
Chamorra acted as political
leader of a military revolt
spearheaded from Costa Rica
which collapsed in 1959.
But as incidents continued
after Jan. 2 making this one of
Nicaragua’s most tragic elec
tions, the government closed La
Prensa, jailed Chamorra and
ordered all radio stations to
play only music.
The trouble was that no
matter how dedicated the
opposition against the Somoza
dictatorship, among the elector
ate there remained a great
apathy.
The opposition charged that
the Somozas already had
registered more than 80,000
voters, a suspiciously large
number in view of the country’s
total population. But their
platform is little different from
that advocated by the younger
Somoza—more jobs, agrarian
reform, increased income and
more money for schools.
Another difficulty was that
the Somozas, while amassing a
family fortune estimated at
around $10 million had not
done a bad job for the country.
They had switched the coun
try, the largest in Central
Americaa, from a tobacco
economy to a diversified one in
which cotton ran far ahead of
tobacco.
A report for 1965 showed that
through the last four years
economic growth had proceeded
at a rate over 8 per cent,
making it one of the highest in
the world. Cost of living
increases remained at a moder
ate level.
More was being spent on
education than anything else,
and the country was paying its
bills meticulously. Minimum
wages had been established for
both rural and city workers.
Voters cast their ballots in
secret.
The Somoza dynasty began in
1936 when Anastasio’s father,
Tacho, seized power and held it
until his assassination in 1956.
His son, Luis, succeeded him,
and passed a law preventing
any Somoza from succeeding
him directly.
With enough time passed, his
brother now seeks the job as
part of his heritage. The returns
will be in after next Sunday.
