Bank Goes To
5.5 Percent
Loan Rate Today
NEW YORK (UPI) Morgan
Guaranty Trust Co. of New
York today puts into effect a
51-2 per cent minimum com
mercial lending rate, a drop
from 5 3-4 per cent.
The rate will also apply to
brokers loans.
Morgan said Wednesday it
took the action because of a
significant decline that has
occurred in money market
rates. The trimming of Mor
gan’s prime rate brought It in
line with the Chase Manhattan
Bank and other, smaller Institu
tions.
Shortly after the Morgan
announcement was made the
Philadelphia National Bank said
it would cut its prime rate from
5 3-4 to 51-2, also effective
today. The First Pennsylvania
Banking St Trust Co. of
Philadelphia, the city’s largest
bank, announced a similar
trimming, also effective today.
In San Francisco, Wells Fargo
Bank also announced It was
lowering Its prime rate today to
51-2 per cent.

House Panel Okays
One-To-One Vote
WASHINGTON (UPI) —A
House Judiciary Subcommittee
headed by Rep. Emanuel Celler,
D-N.Y., has approved a bill to
set strict “one-man, one-vote*’
standards for congressional
districts and prohibit gerryman
dering, starting with the Con
gress elected in 1972.
The bill approved Tuesday
was a rewrite of a Congression
al redistricting bill that passed
the House in March, 1965, but
died in the Senate Judiciary
Committee in a wrangle over
details.
Starting in 1972, the new bill
would limit the largest and
smallest house districts in •
state to • maximum variation
in population of 10 per cent. The
average spread between all
districts in a state could not
exceed 8 per cant.

They were Imprisoned in
Pulaski County jail.
“They can get out of Jail in 30
minutes if they answer the
questions,” said Circuit Judge
William Kirby.
The judge said Baker of the
Arkansas Gazette and Smith of
the Pine Bluff Commercial,
refused to reply when he and
grand jury members asked the
names of certain legislators.
Kirby said the two reporters,
who were being held without
bond, could purge themselves of
contempt of court If they would
answer.
Kirby said Baker and Smith
claimed privilege under a state
law. The law provides editors,
reporters or other writers can
refuse to reveal the source of
information used for news
articles unless such articles
were written in bad faith and
with malice.
The questions did not pertain
to a published article and the
law was not applicable, Kirby
said.
Rep. Gayle Windsor of Little
Rock said March 7 he had been
offered $1,000 to vote for the
gambling bill. The legislature
approved It but Gov. Winthrop
Rockefeller vetoed it.
