A civilian government emphasizing the balancing power between executive and legislative
leadership appears to be shaping up for South Vietnam, long used to virtual dictatorships
and military rule. Elections this fall on a one-man, one-vote basis would result in a gov
ernment with a president and vice president, and a parliament consisting of a lower house
and upper house. Members of the lower house would include 100-206 members, each
elected by a different constituency, and an upper house or senate of 30-60 members, to be
chosen on a nationwide basis. The president would select a premier, who in turn picks
his cabinet. The assemblies could oust a cabinet member by two-thirds vote, or the pre
mier by the same majority if the president agrees. If he doesn't agree, a three-fourths
vote would be required.
