NEWBURYPORT, Mass.
(UPD—A young Catholic priest
stunned his parishoners Sunday
by announcing from the pulpit
he was leaving the priesthood.
The Rev. Walter Thomas
Whalen, 30, turned to face the
1,000 worshippers three minutes
before the 9 am. Mass at the
Church of the Immaculate
Conception:
“I have a special announce
ment to make,” he said
“After a very long period of
consideration, I have decided to
cease the active priestly minis
try.”
He then asked for their
prayers and briskly walked
from the church to the rectory.
He packed his suitcases, said
goodbye to a sexton and a
housemaid, and drove off in his

Father Whalen, ordained In
1963 after graduation from
Cardinal O’Connell and St.
John’s seminaries, said he
intended to seek a dispensation
from his vow of celibacy.
“I would anticipate getting
married,” said the blond and
handsome priest. He said the
“possibility exists” he would
fall in love, and he hoped to be
married in the Catholic church.
The church’s vow of celibacy,
he noted, was one of the factors
for his decision to leave.
Father Whalen said he would
stay in Chelsea a month “so it
won’t look like I’m running
away from anything.” He
declined to discuss his plans.
“A whole new life is opening
up to me,” he said.
NEW WEAPONS
TEL AVIV, Israel (UPD —
The Israeli army will be
strengthened this year with a
variety of new weapons, the
military Chief of Staff an
nounced Thursday.
Among the weapons to be
added to the arsenal will be
tanks and U.S.-built Skyhawk
fighter-bombers, Brig. Ezer
Weizman said.

Crime Report Raps
Gap In Reality

WASHINGTON (UPI) —
Americans often legislate one
way but act another, creating a
reality gap that breeds cynicism
and contempt for law enforce-
ment in many areas, according
to President Johnson’s crime
commission.
Unrealistic state and local
laws banning gambling, abor
tion, drunkenness, homosexuali
ty and adultery are among the
prime causes of police frustra
tion and assembly line justice in
the nation’s courts, the commis
sion reported Sunday.
This was one of the major
conclusions of a report on
suggested court reforms and an
analysis of how poorly drawn
laws must be improved if
efforts to create a better image
for' law enforcement are to
succeed.
Laws, Attitudes Clash
The report strongly suggested
that as matters now stand there
are laws on the books to punish,
say, gambling while the public
in general appears to find
nothing wrong in making an
illegal bet with a bookie.
On the question of abortion,
the commission said that many
state laws fail to differentiate
between abortion as a crime
and abortion as an acceptable
medical need.
In discussing the criminal
penalties against drunkenness,
the report deplored the fact that
drunk cases clog city court
dockets when they might better
be dealt with by social agencies
on a non-criminal basis. Under
present practice, they lead to
assembly line justice, the
commission said.
Homosexual conduct is more
and more being considered a
psychological problem, the re
port said, adding that tough
laws which punish sexual
activities between mutually
consenting adults might be
abolished.

Upson Joins In
Area Development
Upson County has become the
ninth member of the Chattahoo
chee-Flint Area Planning and
Development Commission, ac
cording to a joint announcement
by chairman John J. Hood,
Hays Arnold, Chairman of the
Upson County Commissioners,
and John Edenfield, Mayor - of
Thomaston.
Arnold and Edenfield said the
city and county have voted to
join the Commission and have
agreed to share the $4,760 in
dues retroactive to Jan. 1, 1967.
The assessment is based on $.20
per capita for the 1960 Upson
population of 23,800. The popu
lation is about equally divided
between the city and the county.
Arnold thanked the Commis
sion for admitting Upson and
stated, “We feel the county will
benefit from this membership,
particularly in the planning re
quired for the full development
of the area affected by the al
ready authorized Sprewell’s
Bluff and Lazer Creek dams on
the Flint River.” Upson will al
so be included in the Compre
hensive Area Water and Sewer
Plan now being compiled in the
Area.
Edenfield said the alliance will
be of benefit both to the city
and to the county. “The additio
nal technical and planning as
sistance available will in the
long run be quite valuable to the
work now being done by the Up
son-Thomaston Planning Com
mission,” he added.
Chairman Hoel said he is
very happy to see Upson be
come a member of the multi-co
unty planning group. It was one
of the counties considered in the
original efforts to form the
Commission about four years
ago.
“The addition of this newest
member will both strengthen
our agency and provide additio
nal help to the county and city
as we work together to create
orderly economic development
of the region,” Hood said, add
ing, “We welcome Upson to the
great challenges and opportun
ities which lie ahead in our
Area."

and now Upson, are touched and
influenced by either the Chat
tahoochee or Flint Rivers. These
rivers are just one of the
many resources in our Area
which offer a potential almost
unparalleled by any region in

Ike In Hospital
After Suffering
Cramp Seizure
WASHINGTON (UPD —For
mer President Dwight D. Eisen
hower was reported in “satis
factory” condition today at
Walter Reed Army Hospital
where he was admitted late
Saturday after an attack of
vomiting and stomach cramps.
Officials said Eisenhower,
who is 76, spent a quiet night in
the same VIP suite where he
recovered from his gall bladder
operation six months ago.
The five-star general was
stricken Saturday at his farm in
Gettysburg, Pa. His illness was
provisionally diagnosed as
“acute gastroeneritis,” an in
flammation of the digestive
tract, and doctors decided he
should be hospitalized for
observation.
He arrived at Walter Reed by
ambulance shortly before mid
night and “therapeutic mea
sures” were started. Mrs.
Eisenhower visited him at the
hospital Sunday.
The Eisenhowers had re
turned to Gettysburg last week
after spending most of the
winter at their home in Palm
Desert, Calif.
Shortly before leaving for
Palm Springs, Eisenhower en
tered Walter Reed and under
went surgery Dec. 12 for
removal of his gall bladder.

“thorough and complete inves
tigation” into the case of two

months of two-year sentences.
