The five divisions of the 7th
Army where the United States’
contribution to NATO, the North
Atlantic Treaty Organization
which came into being as result
of the 1948-49 Russian blockade

of Berlin and got its teeth in the
collective panic touched off by
the Communist invasion of
South Korea in 1950.
But now some of its teeth are
rotting. Others have been
pulled. (
NATO was the beginning of the
system of world-girdling allian
ces set up to contain commu
nism.
It was the alliance which
enabled then-President Dwight
D. Eisenhower to declare in
1959 that "since NATO was
formed there has been no
further Communist advance in
Europe—either by political or
by military means.”
Policy Makes Sense
And the policy of containment
now directed against Red China
is the only one that makes any
real sense out of the war in
South Vietnam.
Even there, just as the failure
of the Russians to make new
advances in Europe has les
sened the fear of military
aggression, so in Asia the
disclosure of Red China’s own
internal weaknesses has led
many in the United States to
question the wisdom of U.S.

rebels against mate
rialism are becoming
big business, as big
money moves in to
capitalize on curiosi
ty. Many hard-core
hippies are moving
out to seek nature in
rural colonies. i

Society For
Girl Watchers

NEW YORK (UPI) — Don
Sauers founded the American :
Society of Girl Watchers in 1954 I i

At the moment, Sauers ,
believes it may be necessary to :
form a subsidiary—a society for
the prevention of longer skirts, j i
The mini skirt dominates fall
and winter collections of pace-1,
setting designers. It appears! ;
destined to become as much a i
fashion fixture as blue jeans. I ,
“But some members knock
knees, calling them ugly
joints,” Sauers said. ' (
Those specializing in knee :
watching are expected to nix
the newest fashion trend—all -
sorts of accessories for mini- I
skirted gams, come fall and I
winter.
Cover-ups In
Thigh high boots, for exam
ple, go over fish-net stockings
worn over tights.
“But generally,” Sauers said,
“the covered leg is acceptable
to members who specialize in
watching that part of the
anatomy. Blue knees aren't
especially beautiful.”
Many mini-skirted misses
suffered through last winter
with same. The era of the
decorated leg will change al.
policies in Vietnam.
It is a view not shared by
U.S. military leaders.
In early 1952, as the war in
Korea raged to a peak of fury, ,
the 15 member nations of NATO I
met in Lisbon and decided to
set up a force of 50 divisions,
including 12 each from France
and West Germany, supported
by 4,000 operation aircraft.
Into this force went some
200,000 American soldiers, 58,000
airmen and 33,000 sailors at an
annual cost of $2.3 billion.
Whatever NATO’s value, most
of its members in Western i
Europe never did meet their
full commitment.
Rejects NATO
France pulled some of its
forces out to help in the losing
battle against the Algerian
rebels and under President
Charles de Gaulle finally
rejected the NATO command
altogether.
In May, despite earlier
denials, the United States
announced it would withdraw
two Army brigades plus some
air, units from its forces in
Germany for a total of 35,000
men as of Jan. 1, 1968.
Britain announced it would
withdraw 6,500 men from its
total of 55,000.
This week, over strong
American objections, the British
announced they would reduce
their overall forces by 75,000
men, including most of the
British strength in Asia, and
abandon its aircraft carriers.
The British announcement
followed close upon the heels of
West Germany’s decision to
place economy ahead of defense
by cutting its defense spending
by $2.5 billion over the next
four years.
Military planners believe
peace in Europe depends upon a
strong NATO. But the action of
the NATO allies gives strong
new voice to those demanding
the U.S. cut its own spending by
a further reduction of its forces
in Germany.

Sauers, father of four and a
graduate of St. Vincent College
in Latrobe, Pa., recently
rewrote his “The Girl Watcher’s
Guide.”
“Some object to the book on
the grounds that girl watching
is too restricted,” he said. I
“They’ll take girl hunting or;
girl collecting any day.
"But our society was founded, !
not to limit a man’s activities,
but to broaden them. What'
happens when a girl watcher
goes beyond watching is his
business, not ours.”
Sauers figures girl watchers
outnumber bird watchers by
23.7 to 1. “Bird watchers have

children is a doctrine of peace and love.

Sustenance for hippies is as uncomplicated as possible. In
come may be from selling trinkets, or in the case of the
girl at left, psychedelic literature. Eating is a relaxed af
fair, uncluttered by tables, chairs, or silverware. One form
of entertainment is a community theater which gives free
plays in the Golden Gate Park, above. Scorned by most of
society, the hippie movement is nevertheless widespread.
"Psychedelic" is now a household word, and its implica
tions of consciousness-expansion influence today's adver
tising, fashion and teen-age music.
