Both Kelley and Smith, who
addressed the Georgia Sheriffs’
Association at Jekyll Island,
proposed “work release” legis
lation allowing prisoners to
work in private industry by
day and live in special prison
compounds at night and on
weekends. Their salaries would
be placed in special savings ac
counts or partially allocated to
their families.
Smith said the savings would
help reduce some welfare costs
and give inmates a “nest egg”
when they are released.
Additionally, Kelley suggested
that inmates be paid for the
work they perform in prison
with their salaries being placed
in savings or allocated to their
families. He also said he would
present an "overall blueprint”
for Georgia prison reform
ready for the 1968 General As
sembly.

State Patrol said Shirley L.
McCrawley of Chamblee was
killed south of here yesterday
when his car skidded on rain
slick U.S. 19 and struck a car
driven by Rodney Baggett, 31,
of Phenix City, Ala.
Baggett was hospitalized in
serious condition.
Israel's Readiness
Impressed Germans

BONN (UPD—West German
military planners were deeply
impressed with the rapid
mobilization of the Israeli army
last month. They are studying
Israel’s military organization
with an eye toward cutting
army costs here.
The Bonn government an
nounced earlier this month that
defense spending plans for the
next four years will be
decreased 10 per cent, or about
SSOO million, per year.
Most of the cutbacks will
affect the army. The air force
won’t feel the pinch until after
1971 when the U.S.-built FlO4
Starfighter jet will have to be
replaced.
Today, the West German
army has about 300,000 men in
12 divisions, full strength and
ready to fight.
The most popular suggestion
for cutting costs is reported to
be a reduction in the number of
divisions to 10, with all their
equipment kept operational. But
crews and staffs in peacetime
would be cut to about 20 per
cent of fighting strength.
This was the system used by
the Israelis. During peacetime,
for instance, Israel keeps on
one member of the four-man
crew of a tank on permanent
duty. Upon mobilization, the
other three men are called up.
The Germans genuinely fear
the possibility of Soviet aggres
sion in Europe, and want to
keep their forces strong and
ready. U.S. Defense Secretary
Robert S. McNamara has been
quoted as saying Western
powers would have a considera
ble warning period before any
Soviet action. The Germans

from Lt. Col. Louis A. Normand, director of supply and transportation, Atlanta
Army Depot. Mrs. Farrar was cited for outstanding performance of her duties as a
clerk-typist. She attended Piedmont College and Georgia State College, is affiliated
with the Methodist Church and the Griffin Busniess and Professional Women’s
Club. Wife of George A. Farrar, she is the mother of three children, Frances, who
teaches school at Morrow; Elaine, who is employed at Georgia State College; and
Tommy, a student at Abraham Baldwin Agricultural College.

down an invitation to attend the

Cardinals World Series this fall.
