Some Lawyers Accused
Os Victimizing Clients
ATLANTA fUPD—The new
est member of the State Board
of Pardon and Parole, J O.
Partain Jr., has accused some
lawyers of “victimizing” per
sons appearing before the
board.
In a memorandum to the oth
er two board members Monday,
Partain recommened that at
torneys not be allowed to ap
pear before the board during the
first consideration of cases.
Partain said he did not want
to deny anyone the right of
counsel but said in most cases
persons paroled on first consid
eration did not need counsel.
Partain also called for a rule
requiring lawyers to reveal
their fee for appearing before
the board. He said an affidavit
should also say if part of the
fee was paid to other persons.
“This would reduce influenc
peddling on the part of persons
who are not lawyers,” he said.
Partain said one attorney
was paid $5,000 to help obtain a
parole for a man who was not
eligible until mid-1968.
“I checked into the matter
and found that the lawyer had
written one letter, consisting of
one short paragraph,” he said.

morality, honesty and integrity,
free enterprise, the right to own
and enjoy the fruits of private
property, God and the Bible,
freedom and liberty and our

The governor also said states
have the right to “solve their
own problems without outside
interference.”
Maddox accused the depart
ment of "puffing” its reports to
make “some governor” look
good, then “manipulating in
dustrial figures” to make him
look bad.

cated such action may be taken

Asinof said his request for a
contempt citation would contend
that, under state law, state of
ficers were acting as agents of
Fulton County in making the
raids.
Dyer had enjoined Fulton
County authorities from raiding
the clubs pending a Friday
hearing.
State officers may technically
make only traffic arrests, and
other arrests must be made as
the agent of the county, accord
ing to Asinof.
Meanwhile, Maddox praised
most Georgia bars and restaur
ants for not serving alcoholic
beverages after midnight Satur
day. Maddox contends that city
ordinances allowing sales until
2 a.m. Sunday are a violation
of Georgia’s Sunday closing
laws.
The governor also said he
would veto any legislation that
allowed mixed - drink sales in
Georgia after midnight Satur
day.

to all that Gov. Lester Maddox

Probes Use Os
Bond Money
COLUMBUS, Ga. <UPD—The
Muscogee County Grand Jury
was ordered Monday to check
reported irregularities in the
distribution of bond money for
county roads.
The jury was also asked by
Superior Court Judge John H.
Land to investigate charges
made in connection with the ex
pansion of the county airport.
The grand jury will review
the probe of the Columbus po
lice department, which earlier
this year resulted in the firing
or resignation of 24 officers in
connection with burglary
charges.
Land instructed the jury to
determine the status of plans
for the use of money authorized
in a recent bond referendum for
county roads. The judge said
there were rumors that the
original road priorities were
changed to benefit a county
commissioner.
The Columbus police depart
ment scandal is expected to
come before the grand jury to
day. The jury was asked to in
vestigate the entire police de
partment after burglary
charges were filed against 12
officers.
Twelve other policemen re
signed or w'ere fired from the
force in the wake of the burg
lary investigations.

Dies In Wreck
BUENA VISTA, Ga. <UPD—
Joe Lee Wood, 20, a Ft. Ben
ning soldier, was killed Monday
in a traffic accident near here
on Georgia 26.
He died instantly when his
car ran off the highway and
struck a tree. Authorities be
live he fell asleep at the wheel
of his car.
The soldier was from Plant
City, Fla.
