VATICAN CITY (UPD—Pope
Paul VI today announced
sweeping reforms of the ancient
Roman Catholic Church govern
ment, creating a virtual “Prime
Minister” and “Finance Minis
ter.”
Streamlining the 1,600-year
old Roman Curia Church
administraion, the pontiff gave
his secrtary of state the
additional title of “Papal
Secretary” plus vast power
church and foreign affairs
powers making him something
of a prime minister.
The Pope also created an
entirely new office to be known
as “Prefecture of Economic
Affairs of The Holy See” to
bring the church’s world wide
holdings under a single adminis
tration for the first time.
The pontiff also ordered that
modern languages be allo-wed
along with the traditional Latin
in church affairs and that top
administrative officials be al
lowed only five-year terms.
Formerly they served for life.
Msgr. Giovanni M. Pinna,
secretary for the commission
that drafted the reforms under
the Pope’s direction, said merit
—no longer seniority—will be
the key to promotion.
In bringing the ancient church
government into 20th Century
style operations, the Pope also
abolished Latin as the only
language for Vatican correspon
dence. He ordered that “widely
known” modern languages be
allowed.
The change dealt a further
blow to Latin, already largely
abandoned in the Catholic
masses said around the world.
But the downgrading did not
mean the language of Cicero is
entirely dead. The 11,000 word
document ordering the first
major reform of Church admi
nistration since 1908 is in
magnificent classical Latin.
The papal decree is titled
“Regimini Ecclesiae Univer
sae” (to the government of the
Universal Church) and is dated
Aug. 15, the feast day of the
Assumption of the Virgin Mary.
It takes effect Jan. 1.
The document ordered chan
ges that makes the papal
secretary of state the pontiff’s
official right hand man. It
ordered that the “prime minis
ter’s” department now be listed
first among all the bodies of the
powerful Curia.
The “finance minister” will
actually be three men—three
cardinals, according to the
document. Their administration
of money matters will be added
by accountants, bookkeepers,
clerks and possibly even lay
men. Their task. Drawing up an
annual budget for the pontiff’s
approval.
The Vatican’s massive finan
cial empire has been run by a
number of independent agen
cies. Tire empire unofficially
was understood to include
banks, an airline, a spaghetti
factory and countless other
enterprises.
Pope Paul’s dramatic reforms
followed a four-year study and
criticism by the recent Ecume
nical Council that the church
bureaucracy was too old fash
ioned for the computer age.
Observers said the reforms
went a long way toward
satisfying church liberals. They
criticized the Italian-dominated
Curia as a stumbling block to
modernizing.
Pope Paul specfiically prom
ised to internationalize the
Curia.
“Officials are chosen from
among various nations,” his
decree said.
An important step in that
direction came Saturday when
he said he will add seven
bishops from various nations to
membership of each congrega
tion or department of the Curia.
The decree said the reforms
were required by the “extreme
ly fast pace of modern life and
the changed conditions of our
times and of the church itself.”
The upgrading of the secreta
ry of state fitted this as the
church has increasing relations
with foreign governments in
cluding those that are Commu
nist.

Arab Refugees Set
To Cross Jordan

A thousand Arab refugees
prepared today to cross the
Jordan River and return to
their homes in Israeli-occupied
Jordan for the first time since
the June 5-10 Middle East war.
Thousands more were ready to
follow the first group.
In Cairo, the authoritative
newspaper Al Ahram said Arab
economic ministers meeting in
Baghdad were considering mea
sures to nationalize American
and British transport companies
and to put all American and
British firms under “state
supervision.”
But the paper’s editor said in
his weekly column that Arab
officials were “lost and afraid
to commit themselves” at the
recent Arab foreign ministers
conference in Khartoum, The
Sudan. Editor Muhammed Has
sanein Heikal, a personal friend
of Egyptian President Gamal
Abdel Nasser, said the atmos
phere at the conference was
“poisonous."
