Surprising Causes Emerge
In Racial Unrest Inquiry

Though President Johnson has spoken out strongly against
racial outbreaks of violence, new studies indicate that his
federal government programs to prevent race riots may be
missing the mark.
In fact, this new data suggests that some of the major
government programs may actually increase Negro unrest
and the chances for future Detroit, Watts and Cambridge
type upheavals—however sincere the men may be who
operate these programs and however important the programs
may be for humanitarian reasons.
Most major federal race riot-prevention programs are based
on three major premises:
• That as Negroes rise in socioeconomic status they will
become stable moderating influences on the Negro com
munity and help put the lid on riots.
• That integration, that is, close association with white
people—in school, at work and where they live—will give
Negroes the feeling they are making progress for equality
and thus make them less inclined to violence.
• • That by providing more job and educational opportunities
the government will produce in the Negro community a
feeling they are achieving their goals by peaceful means.
What a recent college study made of those who live in the
area of the Watts riots of 1965 seems to point np is that as
the Negro moves up in society and attains more opportunities,
his eyes are opened to even more unachieved opportunities.
The more contact the Negro has with white people, the more
he sees that he wants. He sees riots as an effective way of
achieving what he wants.
This group of investigators'found in Watts:
• Educated Negroes interviewed were more likely to be
in favor of the riots than their less-educated fellows.
• Negroes in the good residential areas had a higher per
centage of people who favored the riots than in any other
residential groups.
• Forty-three per cent of the male Negroes interviewed
believed the riots had helped the Negro cause. Only 23
per cent believed the riots had hurt.
• More than half the Negroes interviewed believed the
riots had made white people more sympathetic to Negro
problems. About a third believed the riots had caused no
change in white attitude.
The university men who led this Watts survey concluded:
“The more fortunate members of the (Negro) community
. . . have made social'and economic gains, but along with
their mobility have gone rising levels of expectation.
“We have seen that social contact with whites increases
with improvements in socioeconomic status. But we have also
seen that discontent increases as social contact increases.”
These findings suggest that before the federal government
develops any new programs for riot prevention the govern
ment’s investigators had better spend considerable time and
effort to find out what the Negroes’ problems actually are and
what new problems the programs will create, so that steps
can be taken in advance to anticipate and forestall any racial
eruptions or riots likely to occur.
