Spending Cut
Will Be Buried
In US Senate
By FRANK ELEAZER
WASHINGTON (UPD—A $lO
billion House-passed economy
bill was prepared for burial
today in the Senate, whose
members lately have shown
more interest in spending than
saving.
Chairman George H. Mahon,
D-Tex., of the House Appropria
tions Committee pronounced
last rites over the bill, passed
Wednesday night over his
objections, even before senators
had a chance to register shock.
Mahon said he would recom
mend that the bill simply be
dropped, despite the fact that it
was attached as a rider to an
emergency measure needed to
keep a number of government
agencies from running out of
money next Monday.
Backtracks On Spending
The measure, as approved by
the House on a 238-164 roll call
vote, would require President
Johnson to cut back government
spending this year to last year’s
levels. Exemptions would be
provided for Vietnam war costs
and some other exigencies.
The effect would be to force a
spending cut that could not be
calculated precisely but that
was estimated at around $lO
billion. The aim was to help
reduce a prospective deficit of
$29 billion.
Rebellious House members
rejected a milder economy plan
offered by Mahon's Appropria
tions Committee. They tacked
the tight spending limit on a so
called “continuing resolution,”
providing temporary financing
for agencies whose regular
budgets have not yet been
approved by Congress.
Let Measure Die
“We’ll just let the continuing
resolution die,” Mahon said.
Mahon expessed dismay at
the House action, which he
termed an abdication of Con
gross power over the govern
ment purse. “We are just
passing the buck to the
President,” he told reporters.
Under the plan approved by
the House, new Great Society
programs like school aid, rent
supplements, the teacher corps,
and model cities would be
especially hard hit, since their
budgets had been due for a big
boost this year. Also specifically
targeted for cuts by the House
were foreign aid and the
antipoverty war.
STAY HOME, SHIRLEY
ZAGREB, Yugoslavia (UPD—
The newspaper Wjesnik under a
headline saying “Shirley Stay
Home” Tuesday demanded that
Yugoslavia’s UNICEF commit
tee withdraw an invitation to
Shirley Temple to visit the
country because she supports
President Johnson's policies in
Vietnam. A UNICEF committee
spokesman said he didn't know
what the fuss was about
because no invitation had been
issued or contemplated.
