FIRST WIFE CUT FROM MANVILLE'S WILL—In his will filed in
White Plains, N.Y., Tommy Manville left his estimated S3O
million to his last wife, Christina Erdlen Manville (left),
and her daughter, Diana Ocker, 10. His first wife, Airs.
Florence Huber Reid (right), 79, had been bequeathed $50,-
000, but was disinherited per a codicil dated April 22, 1987.
Mrs. Reid reportedly is destitute in New York.

U.S. Fumbles Away Lead
In Space Race to Soviet

WASHINGTON (NEA)
The Soviet Union has achieved this Venus “first,” and its
’ ather “firsts,” while apparently spending no more on space
than does the United States.
The Russians have, however, seemingly used their funds
[men and materials) more economically than has the National
Aeronautics and Space Administration. They have shown
more imagination in their allocation of the resources they are
devoting to space.
The Russians have not hesitated to shift their objectives
when it seemed profitable in order to leapfrog into more
promising areas in space and rocketry. That is, they have
shown a great ability in their space and roeket work to move
in on targets of opportunity even under what must be very
stringent limitations of men and critical materials.
This is to say that, so far as can be determined, the reason
the Soviet has achieved this additional “first” is not because
of an over-all lack of space funds in the United States—even
though the American planetary program, in fact, has been
cut back sharply from what its managers had planned.
The U.S. space problems go deeper—inefficient manage
ment, lack of imagination, duplication, poor utilization of fa
cilities and poor judgment.
Too much U.S. effort has gone into developing new equip
ment. Not enough has gone into discovering the new basic
technical knowledge needed to make quantum jumps to much
superior equipment That is, too much of the space work has
been based on cut-and-try methods.
Too little time has been spent on analyzing the data we have
on how all types of equipment react in space and the prob
lems that may be met on any particular flight. The required
information is often in the raw, unprocessed data from
already-run experiments—lost in the files. But it has been
NASA’s tendency to call for expensive new experiments to
find out what could have been discovered by a patient ana
lysis of information gained from previous space experiments.
But Soviet flexibility in its space program is the chief prob
lem facing the United States.
Since Soviet space work and Soviet military developments
are so closely interwoven, this suggests also a Soviet ability
to shift rapidly in developing new missiles and other space
offensive and defensive weapons as well as in developing new
apace exploration systems.
In other words, in the intercontinental ballistic missile race
and the antimissile race, the danger to the United States is
that Soviet scientists will stumble on a promising new lead
and—because of their seeming flexibility—develop the new
techniques with great rapidity.
The question this raises is whether the United States is de
veloping equal flexibility in civil and military space work and
in offensive and defensive missiles.
