Illegal Fuel
Crackdown In
South Georgia
ATLANTA (UPD—The State
Revenue Department said today
it is cracking down on illegal
fuel sales in south Georgia.
Commissioner Peyton S.
Hawes sajd some retailers are
buying diesel fuel in Florida
and selling it in Georgia with
out paying the motor fuel tax
on it.
“Our investigators believe
this to be a widespread opera
tion which is costing the state
a sizeable amount of money, al
though it cannot be determined
at this point exactly how much
revenue is being lost,’’ Hawes
said.
“Special fuel also can be pur
chased in Georgia without tax
under the assumption that the
fuel is not to be used for high
way purposes, but because of
the large distributors located in
the Florida cities next to the
Georgia border, the retailer has
found it to his advantage to
purchase his fuel out of state,’’
said Hawes.
He said the illegal sales hafc
been limited largely to special
fuels rather than gasoline.
Hawes said that by desig
nating to the Florida distribut
or that the fuel is to' be used
in tax - free areas such as heat
ing and farmteg, the Georgia
distributor can purchase it with
out tax.
“The retailer then smuggles
the nontaxed fuel into Georgia
and sells it at a large profit,”
said Hawes.

Full Address
Needed On
Overseas Mail
Postmaster John W. Ham
mond, Jr., today urged the citi
zens of Griffin to be sure to use
the correct address on letters
and packages going to service
men overseas to avoid delays in
delivery.
He rreported that millions of
letters and packages going over
seas have been delayed becau
se they were insufficiently ad
dressed.
He said that one of the biggest
problems has been the failure of
persons to include the very im
portant five digit APO or FPO
number in the military address.
Mail not containing this number
is incorrectly addressed.
There are four essentials to
an overseas military address.
They are:
1. The serviceman’s identity
grade, full name, and service
number.
2. His military unit — comple
te.
3. Gateway post office —New
York, San Francisco or Seattle.
5. APO or FPO —a 5 digit
number.
When any of these elements is
missing, the letter or package
will be delayed.

Rotary Told
Os Need For
Court Reform
The court system of Georgia
needs to be unified and simpli
fied, attorney Frank Jones of
Macon told the Griffin Rotary
Club Thursday.
Mr. Jones discussed the work
of the Citizens Judiciary Com
mittee which has been working
for court reforms.
“We have an excessive num
ber of courts with conflicting
and overlapping jurisdictions
and without any semblance of
overall organization or admin
istration,” Mr. Jones said.
There are 12 types of trial
courts in Georgia, he pointed out.
He said the committee was
concerned with the tenure and
selection of appelate judges.
Os the 39 lawyers who have
served as judges of Georgia Co
urt of Appeals and the Georgia
Supreme Court in the last 30 ye
ars, only two were elected, he
said. The rest was appointed by
a governor, he said.
Mr. Jones believes there is a
need for an overhaul of the en
tire system of selection and el
ection of judges.
The citizens committee was
form"d in 1966 and a legislative
committee appointed this year
to work with the group, Mr. Jo
nes explained.
He was introduced by Atty.
Jim Owen of Griffin. Bobby
Eubanks was program chairman
for the day.
