■s top military and diploma-
K leaders in Vietnam are
■itiously hopeful that some
■?. troops, though only a token

Burning home within two
■rs.
■‘We are making steady, not
■ctacular, progress,” said
Bibassador Ellsworth Bunker.
Bow we are in a position to
Bcelerate our rate of pro-
Bess.”
Bien. William C. Westmore-
Bid, commander of U.S. Forces
■ Vietnam, said that he could
Besee “within two years or
Bs we will be able to phase
Iwn the level of our military
Bort, which means that we
Hold reduce the number of
Hople involved.”
■He said this would involve
■thdrawal of some U.S. troops
Bith the understanding that
He (South) Vietnamese will be
Hepared to take over those
■notions that are being now
Hrformed by our troops.”

Hid the movement toward
B-mocracy as signs of progress.
He added that “the will of the
Bjuth Vietnamese people to
Hintinue (the war) is strong; it
H firm.”
I Westmoreland said he could
Hte innumerable statistics to
Biow that the war was being
Bon and progress being made
But he said the most significant
Bing “is the attitude of the
leople: The Vietnamese people
lave an attitude of confidence

Irevails all over the country.”
I May Be Weakened
I “I think that it is conceivable
Bat within two years or less
Bat the enemy will be so
weakened that the South Vietna
mese will be able to cope,” said
Westmoreland. At that time, he
laid, “We can progressively
Khase down the level of our
lommitment.”
I Westmoreland emphasized,
lowever, that initial withdrawal
If troops might involve only
loken numbers.
I He said that the Viet Cong
pad been unable “to win a
najor battle of significance,”
hat the North Vietnamese had
l serious manpower problem,
ind the enemy “has been very
jungry for a victory. He has
>ecome very desperate.”
He said that a halt in the
tombing would change this
ilcture, and allow North Viet
nam to supply its men in the
South with more food, equip
ment and ammunition. “To stop
the bombing would create
additional casualties in our
ranks which I’m sure nobody
wants.”
