major defeat by voting to cut
S3O million or more from the
governor’s proposed $874.5 mil
lion budget.
But Maddox refused to con
cede defeat and vowed to take
his fight to the full General
Assembly.
“I don’t believe the good men
and women of the General As
sembly are going to cut this
state back,” Maddox said, add
ing that he would make appeals
to individual legislators to re
store the cuts.
The committee’s action al
most certainly means teachers
will get far less than the $558
pay raise promised them by
Maddox, but supporters of the
cut say it will lekely prevent a
tax increase in 1969.
Committee Chairman James
“Sloppy” Floyd of Trion said
the committee would meet to
day to consider specific agen
cy cuts.
The appropriations committee
action, which came after a spir
ited 2‘,i hour session late Mon
day, did not name spec if i c
areas to be cut but was an
agreement in principle to hold
back a S3O million “cushion” to

avoid a tax increase.
It was a major victory for
House laders, including speak
er George L. Smith and major
ity leader George Busbee, who
have contended the governor’s
budget would lead to a tax in
crease in 1969.
“The people back home have
reached the point of no return
on a tax increase,” Smith said
in a rare appearance before
the committee.
But Rep. Tom Murphy, Mad
dox’s House floor leader, plead
ed with the committee to ap
prove the budget or to face set
backs in education, mental
health and highways.

Maddox and the committee
are dealing with only $92.5 mil
lion. A total of $772 million has
already been appropriated
under the biennial budget plan,
and Atty. Gen. Arthur Bolton
has ruled another $lO million in

Bill to establish radar use
by cities and counties and re
flectorized license plates won
approval of the Senate Public
Utilities and Transportation
Committee Monday. Both mea
sures have been passed by the
House.
The senators okayed the ra
dar bill after tacking on a few
amendments, including one to
place the state industry and
trade director instead of the
secretary of slate on a radar
policing board.
Another change would provide
misdemeanor penalties in the
event a city or county con
tinued to use radar if its
license is revoked by maintain
ing speed traps.

SAIGON (UPD — Despite
American warnings the guerril
la attack on South Vietnam’s
cities caught government troops
with their defenses relaxed in
Pearl Harbor style, U.S. offi
cers said today.
A corporal was in charge at
general staff headquarters in
Saigon. President Nguyen Van
Thieu was away from the
capital at his home in My Tho
and did not return until 12 hours
after the shooting began.
Some units had sent as many
as half their men home for the

lorem taxes was paid in 1967 in
the 14 county service area of the
corporation. Spalding County re
ceived $8,347.83, and the City of
Griffin received $6.18 of the to
tal amount paid. Lamar County
received $275.55.
He emphasized that consumers
of electric cooperatives are real
ly the tax payers as is true of
the taxes of any utility. Os ne
cessity, these taxes are a part
of the monthly bills paid by
each consumer. These taxes are
paid to the local cities and coun
ties to be used to build schools,
streets, roads, and to finance
legal functions within the com
munity. .
Cooperatives pay all taxes as
sessed on any Georgia based
corporation with the exception
of income tax. The member-ow
ned cooperatives, such as The
Central Georgia EMC, are ope
rated on a non-profit basis thus
no profit is made on which tire
income tax could apply.
As of December 1967, The Cen
tral Georgia EMC maintains 1,-
838 miles of line serving 8,813
consumers.
Weight Falls,
Kills Student
ATLANTA (UPD—A second
grader, talking with a group of
schoolmates before classes
Monday morning, was killed
when a lead weight crashed
through the classroom ceiling
and struck her on the head.
The weight which struck little
Anna Jackson, 8, was a coun
terweight similar to the kind
found in household window
frames.
Dr. E. S. Cook Jr., principal
of Mary Lin elementary school,
said the 20-pound weight on a
cloakroom door broke loose
from its sash and crashed
through a floor, a sub-floor and
ceiling before striking the girl.

resorts as Vung Tau on the
seashore and Dalat in the

Saigon except military and

Central Highlands a government
division had 16 days to prepare
for the attack because they had
captured a battle plan. Still, the
Viet Cong infiltrated 2,000 men
through the troops deployed
outside the city to protect it.
Maj. Gen. George Eckhardt,
the top U.S. adviser to South
Vietnamese troops in the
Mekong Delta south of the
capital, said he was warned by
Gen. William C. Westmoreland’s
headquarters to be ready for “a
sneak VC attack” on the night
of Jan. 30.
Eckhardt said he advised the

of the state of Vietnamese

The guerrillas slipped into the
city, drew weapons, ammunition
and rations from secret arse
nals and then massed for their
attacks without tipping the
military intelligence system.
